India–Korea Partnership Targets Maritime Workforce Development and Industrial Growth​

Strategic Push Under Maritime Amrit Kaal Vision 2047 to Build Future-Ready Shipbuilding Ecosystem​

New Delhi, April 3, 2026: In a major development aimed at enhancing India’s maritime capabilities, the Ministry of Ports, Shipping and Waterways has signed a Plan of Implementation with the Korea International Cooperation Agency on April 2, 2026. The agreement focuses on advancing skill development in India’s shipbuilding sector.

The initiative aligns with the Maritime Amrit Kaal Vision 2047 and is titled “Support the Establishment of Development Strategies and to Build a Foundation for Skilled and Professional Talents for the Indian Shipbuilding and Marine Sector.” It is designed to position shipbuilding as a key contributor to India’s economic growth and global maritime presence.

Focus on Skill Mapping and Workforce Development​

As part of the collaboration, KOICA, supported by the Korea Research Institute for Vocational Education and Training and other stakeholders, will conduct detailed research on India’s shipbuilding and marine engineering industries. The project will include workforce mapping, identification of skill gaps, and preparation of a structured master plan for human resource development.

The initiative aims to create a clear and actionable roadmap to strengthen the availability of skilled professionals in the maritime sector.

Bilateral Workshops to Enhance Industry Collaboration​

The project will also include a series of bilateral workshops in India and the Republic of Korea. These sessions will bring together policymakers, industry leaders, academic experts, and other stakeholders to exchange knowledge and share best practices in workforce development.

Strengthening Institutional Capacity and Training Frameworks​

The collaboration is expected to support workforce analysis, improve institutional capacity, and facilitate the development of structured training programs. By leveraging Korea’s technological expertise, the initiative aims to build a workforce equipped to meet evolving global maritime demands.

Proposed Shipbuilding Workforce Development Center in Final Stages​

Discussions are nearing completion for the establishment of a Shipbuilding Workforce Development and Technology Cooperation Center in India. The proposed center will focus on industry-oriented vocational training, enhancement of technical skills, and productivity improvements through advanced training programs.

Government Highlights Long-Term Maritime Vision​

Union Minister Sarbananda Sonowal stated that the partnership marks a significant step in India’s maritime journey, emphasizing the focus on building a globally competitive and future-ready shipbuilding ecosystem. He highlighted that the collaboration will help develop a technologically skilled workforce, strengthen institutional capabilities, and generate employment opportunities, particularly for the youth.

The initiative is expected to play a key role in advancing India’s shipbuilding and marine sectors.
