The Ministry of Ports, Shipping and Waterways (MoPSW) has accorded in-principle approval to two pivotal maritime infrastructure initiatives under the Shipbuilding Development Scheme (SbDS). These projects represent a major stride in realizing India’s vision to become a preeminent global shipbuilding destination.The approvals encompass the development of a large-scale Greenfield Shipbuilding Cluster in Porbandar district, Gujarat, and a state-of-the-art ship repair facility in Vadinar within the Gulf of Kutch. The initiatives are central to strengthening indigenous capabilities and reducing reliance on foreign maritime services.
Greenfield Shipbuilding Cluster Set for Launch in Porbandar
The integrated manufacturing cluster is slated for establishment across nearly 2,000 acres at Kuchhadi in Gujarat's Porbandar district. This ambitious project will be driven by the National Shipbuilding and Heavy Industries Park-Gujarat (NSHIP-Gujarat).This advanced facility includes modern shipyards, common infrastructure, ancillary manufacturing units, and capability development centers. It is designed to build large commercial vessels boasting an annual production capacity of 1.2 to 1.5 million gross tonnage (GT).
The cluster’s development aims to firmly establish Gujarat as a major center for heavy-tonnage vessel construction, substantially expanding India's domestic shipbuilding capacity.
Vadinar Ship Repair Facility Secures Major Financial Assistance
Simultaneously, the ₹1,570 crore ship repair facility in Vadinar has secured crucial in-principle approval under SbDS. This project involves a joint venture between Cochin Shipyard Ltd. (CSL) and Deendayal Port Authority (DPA).This brownfield expansion will feature strategic assets such as a 650-metre jetty, two large floating dry docks, workshops, and necessary marine infrastructure. The facility is poised to become one of India's foremost ship repair hubs.
Enhancing Competitiveness Through Industrial Growth
Leveraging Vadinar’s deep draft and prime location near Mundra and Deendayal Port, the new repair facility will significantly enhance industrial capability. It will be capable of domestically repairing vessels up to 300 metres in length once operational.This specialized capacity is crucial for diminishing dependence on international yards for large commercial vessel maintenance and repairs. The financial assistance provided by the SbDS will ensure the project’s robust economic viability.

Sarbananda Sonowal, Union Minister of MoPSW, emphasized that these two projects underscore a significant transformation in India's maritime sector over the last twelve years. He stressed that the focus is now on unlocking full potential through enhanced competitiveness and efficiency."These two projects will significantly enhance the competitiveness of India's maritime sector," stated Sonowal. "We are creating a foundation for a modern, efficient and future ready Indian shipbuilding industry that is globally competitive."
Both initiatives reflect the government’s commitment to Atmanirbhar Bharat (self-reliant India), aiming to elevate the maritime ecosystem as a catalyst for the nation’s progress toward Viksit Bharat (developed India).
