One cornerstone project is the greenfield shipbuilding cluster slated for development in the Porbandar district. This ambitious undertaking spans nearly 2,000 acres and is designed to be a comprehensive industrial ecosystem. The cluster will house modern shipyards alongside ancillary manufacturing units and dedicated capability development centers.The primary goal of this initiative is to construct large commercial vessels efficiently. The facility is projected to achieve an annual production capacity ranging between 1.2 and 1.5 million gross tonnage (GT). This expansion marks a strong commitment to boosting India's domestic shipbuilding capabilities through specialized infrastructure creation.
NSHIP-Gujarat Drives Development of Heavy Vessel Construction
The development of this expansive cluster will be managed by the National Shipbuilding and Heavy Industries Park Gujarat (NSHIP-Gujarat). This special purpose vehicle is jointly promoted by the Ministry of Ports, Shipping and Waterways (MoPSW) and the Gujarat Maritime Board.Through NSHIP-Gujarat, the region is being positioned as a premier hub for heavy-tonnage vessel construction in India. The integrated approach ensures that capability development runs parallel to industrial output growth, maximizing the strategic advantage offered by the project.
Ship Repair Facility to Boost Domestic Vessel Overhaul Capacity
Parallel to the shipbuilding cluster, the ministry has approved a vital ship repair facility located at Vadinar in the Gulf of Kutch. This critical facility is structured as a joint venture between Cochin Shipyard Ltd (CSL) and Deendayal Port Authority (DPA).Valued at ₹1,570 crore, this project received CCEA approval on May 5, 2026. The state will provide financial support, granting 25 per cent assistance toward the eligible capital infrastructure for the facility.
The repair complex is set to include a robust 650-meter jetty, two large floating dry docks, workshops, and essential supporting marine infrastructure. Once operational, this facility will enable the domestic repair of vessels up to 300 meters in length. This localized capacity will substantially reduce India's dependence on overseas yards for major commercial vessel maintenance.
