A partnership has been established between C2C Advanced Systems Limited and Kilo Solutions Limited, a UK-based developer of maritime virtual reality simulation technology. The alliance positions C2C as the exclusive partner for the promotion, deployment, and sustainment of Kilo's portable maritime training solutions across the Indian Defence and Government sector.

The Memorandum of Understanding (MoU), dated June 9, 2026, outlines C2C Advanced Systems Limited's responsibilities regarding Kilo Solutions Limited's technology for organizations such as the Indian Navy and the Indian Coast Guard. The scope includes hardware integration, user and instructor training, warranty services, license management, Annual Maintenance Contracts (AMC), and lifecycle support within India.

Kilo Solutions Limited is a developer headquartered in Plymouth, Devon, focusing on enabling maritime teams to train at sea or in remote locations without dependence on fixed shore-based facilities. Kilo's product suites include VASCO, the world's first untethered virtual reality bridge simulator accessible via Meta Quest headsets, and VIAB (VASCO in a Box), which is designed for environments lacking internet connectivity. Another capability mentioned is VECR, extending simulation to engineering training.

Both companies have established a pilot Offshore Development Centre (ODC) in India. This centre is intended to support localization, software customization, maritime scenario development, and training content creation specifically tailored to the needs of Indian maritime forces and agencies.

Strategic Alliance Details​

The alliance represents a strategic convergence between C2C Advanced Systems Limited's operational expertise and Kilo's advanced simulation technology. C2C has existing relationships within the naval domain, having delivered Combat Management Systems to the Royal Malaysian Navy and serving as an approved vendor for navigational systems in the Indian Navy fleet.

Kilo's technology is already validated by leading international defense forces. The United States Navy's Office of Naval Research adapted VASCO into VIBraNT (Virtual Bridge and Navigational Trainer), which was demonstrated aboard a US Navy aircraft carrier in January 2026. Furthermore, the Royal Navy of the United Kingdom independently procured 24 VIAB units for shipboard deployment in March 2025.

Focus on Maritime Capacity Building​

The timing of this partnership aligns with significant structural shifts within India's maritime domain. The Indian Navy is scheduled to commission 19 warships in 2026, representing the largest single-year fleet expansion since the force's founding. Across six domestic shipyards and related programs, there are currently 54 vessels under active construction, and an additional 74 platforms have received Acceptance of Necessity by the Defence Acquisition Council, resulting in a combined outlay estimated at approximately Rs 2.35 lakh crore.

The Chief of Naval Staff has set a goal to induct 96 ships and submarines over the next ten years, projecting fleet size between 155 and 160 warships by 2030, and between 175 and 200 by 2035. The alliance is designed to solve the operational gap between rapid fleet induction and available training capacity, with Kilo's ship-deployable platform offering a solution for high-quality bridge team training regardless of location.
