ADB Approves $182.89 Million Loan to Transform Karnataka's Public Education System​

The Asian Development Bank (ADB) has approved a significant $182.89 million loan aimed at fortifying the public school system in Karnataka. This crucial investment is designed to enhance access to quality education and substantially improve learning outcomes for over one million students across the state.

Strengthening Karnataka's Educational Infrastructure​

The funding will support the "Strengthening Karnataka Public Schools Program." The initiative plans to create 500 integrated public school clusters throughout the state. These clusters are intended to deliver comprehensive education, ranging from pre-primary through secondary levels.

The program is being implemented against a backdrop of educational challenges. Currently, only 48.3 percent of students complete secondary education in the region. Additionally, nearly 30 percent of youth lack the necessary skills for higher education or immediate employment.

Focus on Skills and Curriculum Modernization​

The loan aims to address these gaps by focusing intently on several critical areas within the schools. Key priorities include improving teacher competencies and refining curriculum design and assessment systems. School governance and management are also targets for systemic improvement.

Furthermore, the project will introduce industry-aligned skills modules. It includes a modern life-skills curriculum designed to cover social inclusion and the protection of women and girls.

Broader ADB Commitment to Indian Education​

The support provided by ADB is further augmented by international partnerships. A $10 million grant and a $25 million guarantee are contributed through the International Finance Facility for Education (IFFE). This facility mobilizes resources specifically for expanding access to quality education and skills development in lower-middle-income countries.

ADB Country Director for India, Mio Oka, stated that the program will help Karnataka build future-ready public schools. He added that this is especially true for underserved areas, providing students with stronger foundations, better learning opportunities, and clearer pathways toward employment or higher studies.

ADB's Investment in Human Capital Across India​

The current commitment in Karnataka is part of a larger commitment by the bank to India. ADB has committed over $5 billion through sovereign and non-sovereign financing for priority investments across several sectors. These include urban infrastructure, clean energy, health services, sustainable tourism, and skills development.

Human and social development forms a significant focus within this portfolio. A third of ADB’s 16 newly committed projects in sovereign financing are dedicated to this area. The bank noted that energy, primarily renewable energy, and urban development also receive substantial attention.

India represents nearly 18 percent of the total loan and grant portfolio for ADB in 2025, underscoring the depth of international backing for human capital growth in the nation.
