Zero Coal Leakage Plan Mandated as Union Ministers Order Massive Crackdown on Illegal Mining and Theft​

Union Home Minister Shri Amit Shah, alongside Minister for Coal and Mines Shri G. Kishan Reddy, convened a high-level meeting in New Delhi to address the escalating crisis of illegal coal mining and rampant coal theft across key industrial areas. Expressing deep concern over the deteriorating situation in Dhanbad and adjacent regions, the ministers stressed that significantly more action must be taken beyond previous measures to curb this menace.

Addressing Worsening Illegal Mining Crisis​

Officials representing the Ministry of Coal, CISF, Coal India Limited (CIL), and BCCL provided updates on steps undertaken since the review conducted in October 2025. While noting concrete efforts, the Home Minister underscored that the situation remained critical, necessitating a comprehensive strategic overhaul of resource protection protocols.

CISF and CIL officials have been granted authorization under the Mines and Minerals (Development and Regulation) Act, 1957. This legal empowerment allows them to conduct search and seizure operations in suspected premises, file court cases, and confiscate illegally extracted minerals along with all associated tools and vehicles used in unauthorized activities.

Implementing the Zero Coal Leakage Plan​

To ensure a robust and time-bound response to illegal mining and the illicit transportation of coal, the "Zero Coal Leakage Plan" has been formally adopted. Minister Shah directed officials that the powers conferred upon CISF and CIL personnel must be exercised with utmost rigor and strict adherence to the approved Standard Operating Procedures (SOP).

Furthermore, recognizing the need to enforce compliance across the supply chain, a mechanism is being put in place involving GST authorities. This measure aims to verify e-way bills for all transported coal, effectively deterring the movement of illegally mined material and ensuring legitimate consumers use only lawfully sourced fuel.

Enhanced Security and Technology Integration​

Recognizing the immediate operational need, the Ministry of Home Affairs has been directed to include the coal sector within the priority list for CISF deployment. This critical directive ensures that security personnel can be deployed swiftly into vulnerable areas identified by state authorities.

CISF is mandated to establish multi-layered security arrangements in high-risk zones and form dedicated Quick Response Teams (QRTs). These QRTs must enable prompt intervention against illegal miners immediately upon receiving actionable intelligence regarding mining activities.

Leveraging High-Resolution Technology for Accountability​

A key focus area identified during the review was the imperative need to utilize technology more effectively in monitoring resource usage. The Home Minister strictly directed that high-resolution cameras installed at all Integrated Command and Control Centres (ICCCs) must be actively used.

These advanced surveillance systems are crucial for identifying specific individuals and areas involved in ongoing illegal mining operations. The Government reaffirmed its unwavering commitment to protecting public resources, maintaining law and order, and safeguarding the interests of legitimate coal mining operations across the nation.
