The Central Government has unveiled a comprehensive financial and policy initiative to provide significant momentum to rural employment, workers' security, and village development across the country. The new framework, aimed at achieving the vision of "Viksit Bharat," is scheduled to come into effect from July 1, 2026.Addressing State Rural Development Ministers via a high-level video conference, Union Minister Shri Shivraj Singh Chouhan emphasized that this initiative is fundamentally tied to the livelihoods of crores of workers. He categorically stated that no disruption in employment generation or wage payments would be acceptable during the transition period.
Financial Commitment and Allocation Breakdown
The total financial commitment under the new rural development drive exceeds ₹1.25 lakh crore. This substantial push builds upon existing resources, with the Central Government having already allocated ₹30,000 crore under MGNREGA. An additional interim allocation of ₹95,692 crore was released to States and Union Territories today.The massive funds are designed to reach nearly 2.80 lakh Gram Panchayats nationwide. Shri Chouhan stressed that these resources must be utilized by the Panchayats for development works as mandated under the Act to ensure simultaneous employment generation and rural asset creation.
Decentralized Implementation: How Villages Will Drive Progress
The new arrangement shifts significant focus towards decentralized implementation, with Gram Panchayats designated as the primary driving force of the next phase of rural development. Works must be selected through Gram Panchayats and Gram Sabhas before finalization.Union Minister Chouhan directed that there must be zero reduction or disruption in employment generation and wage payments under MGNREGA until the July 1 transition date. He assured that the funds will not only provide capital but also guarantee timely wage payments and worker protection.
State Preparedness and Administrative Directives
The preparedness of various States regarding digital infrastructure was reviewed extensively during the meeting. Many states have demonstrated remarkable progress in implementing core administrative tools, including DBT (Direct Benefit Transfer), SMS-based information systems, e-KYC, and face authentication.While 26 States have successfully made budgetary provisions for 'Viksit Bharat - Gramin Bharat,' Union Minister Chouhan directed that the four remaining States—Jharkhand, Karnataka, Telangana, and Mizoram—be urged to expedite their processes immediately. He committed to personally writing to the Chief Ministers of these concerned states.
Interim Allocations and Forward Outlook
The interim allocations totaling ₹95,692.31 crore were distributed across various States and Union Territories (UTs). Andhra Pradesh was allocated ₹7,707.21 crore, while Uttar Pradesh received ₹9,721.48 crore. Maharashtra secured ₹4,420.32 crore, and the Telangana allocation stood at ₹3,825.31 crore.The Minister emphasized that this initiative is a vital instrument for building "Viksit Gaon" (Developed Village). He concluded by inviting all states to participate in the National Rural Development Conference at PUSA Institute in New Delhi on June 28 and 29, reinforcing the commitment required for sustainable rural transformation.
