Vedanta Facing Crisis After Chhattisgarh Boiler Blast Unearths Decades of Safety Failures

New Delhi, April 16. Mining major Vedanta has once again come under intense regulatory scrutiny following a catastrophic boiler tube explosion at its power plant in Chhattisgarh. The incident, which occurred on April 14 at the Singhanatarai village plant, resulted in the deaths of at least 14 workers, with several others critically injured. The rupture of a high-pressure boiler tube released superheated steam, estimated to be around 600 degrees celsius.

The blast has reignited widespread concerns regarding the group's long-standing industrial safety protocols across its natural resources, metals, and power operations.

Escalating Safety Concerns and Historic Incidents​

Vedanta's operational history has repeatedly placed the company in the spotlight regarding workplace safety standards. The company has a documented track record of fatalities across its various mining and industrial verticals.

Historically, the firm’s safety record has drawn adverse attention from regulatory bodies. As far back as 2010, a London-listed compendium flagged Vedanta Resources Ltd as recording 67 deaths, marking the highest count among mining companies on the exchange at that time. The fallout from such incidents was significant, leading the British Safety Council to withdraw a previously conferred safety award from Vedanta and its subsidiary, BALCO.

The safety concerns appear to be a consistent, escalating issue. In a previous major incident involving a chimney collapse in Korba, Chhattisgarh, 40 workers died, leading to police filing culpable homicide charges against company officials.

Internal Complaints Skyrocket Amid Systemic Risk​

More recent internal disclosures suggest that safety issues have not been adequately addressed across Vedanta's operations. A review of the company's internal reporting indicates a sharp increase in employee concern.

In the fiscal year 2025 (FY25), employees and workers filed 1,363 health and safety-related complaints. This figure more than doubles the 603 complaints recorded in the previous year (FY24). Furthermore, while workplace fatalities across the group rose from seven in FY20 to 13 in FY23, the subsequent rise to seven deaths in FY25 underscores persistent risks.

State and Central Agencies Order Independent Probes​

In the wake of the tragedy, both state and central authorities have initiated multiple investigative actions. The state government and the district administration have taken swift steps to establish accountability and review standards.

Chief Minister Vishnu Deo Sai announced immediate compensation measures, confirming Rs 5 lakh to the kin of each deceased worker and Rs 50,000 to those injured. Concurrently, he ordered the Commissioner of the Bilaspur division to conduct a comprehensive inquiry into the tragedy.

The district administration has also independently ordered a separate magisterial probe into the accident. Authorities have been directed to ensure proper care for the injured and to rigorously review all existing safety protocols.

Government Response and Compensation​

The incident garnered immediate attention from the Prime Minister, Narendra Modi, who expressed deep grief over the loss of life. In a gesture of support, PM Modi announced an ex gratia of Rs two lakh from the Prime Minister’s National Relief Fund to the next of kin of each deceased worker. Additionally, an ex gratia of Rs 50,000 was announced for every injured individual.
