UP Announces Interim Wage Hikes Following Worker Protests​

Addressing the concerns raised by workers, the government cited increased raw material prices and declining exports as key economic difficulties. The government stated that workers' demands are relevant and require careful consideration.

As a temporary measure, the UP government implemented a comprehensive wage increase. This hike was designed to be an interim step, with the assurance that a broader wage revision is forthcoming. The revised wages are applicable on a retrospective basis, commencing from April 1.

Detailed Breakdown of New Minimum Wages in Uttar Pradesh​

The specific increases vary based on location and worker skill level. For instance, unskilled workers in Noida and Ghaziabad will receive a 21% rise. Their monthly wage has been revised from ₹11,313 to ₹13,690.

For unskilled workers in municipal areas, the new wage stands at ₹13,006 per month. In other non-municipal areas, the rate is set at ₹12,356. Semi-skilled workers in Noida and Ghaziabad are now set to earn ₹15,059, up from the previous ₹12,445.

Skilled workers saw an increase in pay, moving from ₹13,940 to ₹16,668 per month. These substantial regional hikes reflect the immediate pressure points identified by the labor market.

National View: How UP’s Wage Hike Compares to Other States​

UP's wage revision comes amid a dynamic landscape of minimum wage policy across India. Previous labor unrest has prompted similar adjustments in states like Haryana, Bihar, and Gujarat.

In Haryana, the government revised minimum wages effective April 1, following similar protests. Under the new structure, unskilled workers were allocated ₹15,220.71 per month. Semi-skilled workers received ₹16,780.74, while skilled workers were assigned ₹18,500.81 per month.

Maharashtra also enacted a substantial revision in October 2024. The skilled-A wage increased to ₹19,625 in Zone I and ₹18,975 in Zone II. Skilled-B workers were similarly increased, with wages revised to ₹18,975 in Zone I and ₹18,320 in Zone II.

Other states have demonstrated varied approaches. Delhi revised minimum wages in April 2025, setting unskilled workers at ₹18,456 and skilled workers at ₹22,411 per month. Meanwhile, the Kerala government updated its minimum wages in February, revising rates for sectors like dairy farming for watchmen and peons to ₹20,610.

The Gujarat government notably announced a hike in minimum daily wages in 2023 after an eight-year gap. The daily wage was fixed at ₹452 for Area A (Ahmedabad Municipal Corporation limits) and ₹441 for other parts of the state.
