TechD Cybersecurity Empaneled as National Skill Development Partner Under BSNL’s Kaushalam Initiative​

TechD Cybersecurity Limited, a CERT-In empanelled and ISO 27001:2022 certified company, has been empanelled by Bharat Sanchar Nigam Limited (BSNL) as a National Skill Development Partner (SDP) under BSNL's 'Kaushalam' policy. This strategic empanelment positions the company within BSNL’s pan-India delivery framework, facilitating access to various governmental, public sector, and corporate clients for high-demand skilling programmes.

The partnership is designed to address India's acute talent deficit, which is highlighted by the necessity of having more than 30 million digitally skilled professionals by 2026. As enterprises encounter an average of over 2,000 cyberattacks weekly and AI adoption changes the security landscape, closing the skills gap is deemed crucial.

Kaushalam Policy and Partnership Scope​

The 'Kaushalam' policy, launched by BSNL, is BSNL’s Skill Development and Empowerment Initiative. It aligns with national programs such as the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Digital Bharat Nidhi, and Mission Karmayogi. The policy operates through a non-exclusive, revenue-sharing model across two delivery tracks: Skill Solution Partner (SSP) and Skill Development Partner (SDP).

The framework covers high-demand domains including cybersecurity, Artificial Intelligence (AI), Machine Learning (ML), Internet of Things (IoT), cloud, and networking.

Nationwide Digital Skilling Campaign Details​

Through this collaboration, TechD will roll out a nationwide digital skilling campaign aimed at training students, working professionals, and government personnel across Tier-1, Tier-2, and Tier-3 cities in AI, ML, cybersecurity, and information security.

TechD will assume ownership of the full delivery stack, which includes curriculum design, training delivery, candidate mobilization, lab and infrastructure management, placement assistance, and ecosystem enablement. BSNL will anchor the programme using its brand, national reach, and billing infrastructure. The revenue generated from this campaign will be shared on a 70:30 basis between TechD and BSNL.

The campaign leverages TechD's substantial resources, including a base of over 90,000 trained cybersecurity professionals, its CERT-In empanelled VAPT and Managed SOC capabilities, and its extensive enterprise delivery experience with major clients such as Adani Group, JM Financial, Zensar, and Astral.

Strategic Importance for Partners​

For TechD, the empanelment establishes a long-term, recurring revenue channel connected to India's largest public sector skilling ecosystem, creating a structural pathway into Central Government, State Government, and PSU accounts.

For BSNL, the partnership strengthens its enterprise services arm with industry-grade cybersecurity and AI/ML capabilities, timing the association as demand for trained cyber professionals accelerates across both government and private sectors.

Sunny Vaghela, Founder & Managing Director of TechD Cybersecurity Limited, stated that the partnership enables the utilization of the company’s expertise built over 18 years—from ethical hacking labs to enterprise SOC operations—to train the next generation at a national scale.

Umeesh Khichi, Principal General Manager (Enterprise Business) at BSNL Corporate Office, noted that the Kaushalam program is designed to channel BSNL's national infrastructure into India's most pressing skill gaps, placing cybersecurity, AI, and ML at the forefront. He expressed confidence that the association will contribute meaningfully to the Government of India's vision of a digitally skilled, cyber-resilient Bharat.
