India Launches PM Research Chair Scheme to Ignite Global Innovation Pipeline and Magnetize Top Scientists​

The Central government has unveiled the Prime Minister Research Chair (PMRC) Scheme, a major initiative designed to transform India into a preeminent global knowledge and innovation hub. The scheme aims directly at attracting world-class researchers, scientists, and professionals who are of Indian origin but reside abroad. By establishing this structure, the government seeks to drive cutting-edge research within national laboratories and premier institutions across the country.

Scope and Vision of the PMRC Scheme​

The Prime Minister Research Chair (PMRC) Scheme outlines a robust plan to engage highly skilled talent over the next five years, spanning from 2026-27 to 2030-31. The scheme aims to onboard at least 120 such individuals into India's leading institutions. These engagements are structured across three distinct categories: young research fellows, senior fellows, and established research chairs.

Focus on Critical Sectors for Advanced Research​

To ensure high-impact research and innovation, the PMRC Scheme is specifically targeting a range of critical sectors vital to national growth. A total of 13 priority areas have been identified where this focused talent will be deployed. These sectors demonstrate a comprehensive push across technology, health, and environment.

The key focus areas include advanced materials and rare-earth minerals; energy transition, sustainability, and climate change mitigation; agri and food technologies; the rapidly expanding semiconductor industry; space exploration and national defense; healthcare and MedTech innovation; blue economy development; and biotechnology.

Institutional Framework and Funding Mechanism​

Seven specific institutions have been identified to host the PMRC Fellows under this scheme. These host institutions represent leading bodies across various departments, including those associated with the Department of Biotechnology (DBT), the Department of Science & Technology (DST), Indian Council of Medical Research (ICMR), and the Council of Scientific & Industrial Research (CSIR).

The Department of Higher Education will be responsible for funding the research conducted under this scheme. The host institutions are mandated to disburse necessary funds to the PMRC Fellow and their respective research activities according to the approved pattern set by the empowered committee.

Expert View on Positioning India as a Global Hub​

Academics view the PMRC Scheme as a pivotal step toward global recognition for Indian science. Rahul Singh, Associate Professor at O.P. Jindal Global University, emphasized that the scheme is a "visionary step" in positioning India globally. He noted that sustained institutional support and academic autonomy will be critical factors moving forward. Furthermore, establishing strong industry partnerships will be necessary to fully maximize the intended impact of the research output.
