
EQUIPPP Signs MoU with Telangana State Legislature to Establish 119 Constituency Development Foundations
EQUIPPP Social Impact Technologies Limited has signed a Memorandum of Understanding (MoU) with the Telangana State Legislature Secretariat to build, operate, and transfer 119 Constituency Development and Sustainability Bridge Foundations. One foundation will be established for each Assembly Constituency in Telangana.The foundations will function as independent non-profit section 8 organizations under the Companies Act. They are designed to serve as a bridge between Members of the Legislative Assembly (MLAs), government departments, technology partners, social impact investors, corporates, CSR foundations, philanthropies, development agencies, NGOs, academia, and the diaspora to foster cross-sector collaboration.
Under this framework, MLAs will act as Constituency Development Champions. Their role involves identifying constituency priorities, encouraging citizen participation, and facilitating partnerships and resource mobilization. However, the framework specifies that MLAs will not be involved in the day-to-day financial, administrative, or operational management of the foundations.
The initiative includes several technological and professional components to ensure sustainable development outcomes:

The Telangana State Legislature Secretariat will facilitate the establishment of these foundations and coordinate with Government departments to provide the necessary institutional framework. EQUIPPP will be responsible for establishing the 119 foundations, supporting governance and statutory compliance, developing the CDX platform, and deploying technology and professional teams.
EQUIPPP will provide technology platforms, AI solutions, cloud infrastructure, and managed services to the foundations under specific service arrangements. The costs associated with these services will be covered by resources mobilized by the respective foundations, ensuring no financial burden on the Government of Telangana.
The programs will support a wide range of initiatives including education, healthcare, skill development, livelihoods, women empowerment, entrepreneurship, tourism, digital inclusion, sustainability, and social infrastructure. Funding for these foundations will be sourced through impact investments, institutional partnerships, technology partnerships, grants, CSR contributions, philanthropic support, and voluntary contributions.
As the foundations achieve sustainable scale, they will be transferred to the Government of Telangana in accordance with the MoU provisions. The initiative also includes a framework for the adoption of governance and reporting practices aligned with SEBI Social Stock Exchange principles. Depending on regulatory approvals, eligible foundations may eventually be listed on the Social Stock Exchange.
The collaboration was established following multiple knowledge sessions and consultation meetings, including a CDX Sandbox session held at IIIT Hyderabad on December 30, 2025, involving industry leaders and senior legislators.
