The Cabinet Committee on Economic Affairs, chaired by Prime Minister Shri Narendra Modi, has approved a major infrastructure initiative. The approval concerns the construction of the Central Government General Pool Office Accommodation (CGGPOA) at the New Capital City in Amaravati, Andhra Pradesh. This project is set to become a cornerstone of development for the Greenfield city.

This landmark move addresses the growing necessity for centralized office space. The CGGPOA aims to provide comprehensive accommodation for various Central Government offices operating in the region. This consolidation is designed to substantially enhance inter-departmental coordination and improve service delivery efficiency from the Centre to the state.

Scope and Design of the New Office Accommodation​

The project spans an area of 5.53 acres in Amaravati. The CGGPOA consists of two distinct blocks on Plot C-9 and Plot C-8. These towers are designed with specific vertical capacities, totaling a built-up area of 23,25,000 sqft (2,16,032 sqm).

The first block (Plot C-9) features Ground + 13 floors, designated for services and office space. The second block (Plot C-8) is structured with Ground + 10 floors, also accommodating services and workspaces. The facility is planned to house approximately 8,000 officials and staff members.

Podium parking provision has been allocated to support roughly 1,800 Equivalent Car Spaces (ECS). This infrastructure ensures robust logistical support for the occupants of the new campus.

Commitment to Sustainability and Citizen Amenities​

Reflecting a commitment to global environmental standards, the CGGPOA is being designed and built according to the highest green building protocols available in India. The project aims to minimize its ecological footprint entirely.

The design integrates sustainable site planning and water conservation measures. Furthermore, it mandates improved occupant health and comfort through enhanced energy efficiency features. The campus will be designed and registered to achieve a minimum GRIHA 4-Star Rating.

Essential amenities are integrated into the campus plan to serve employees and visitors. These include a Bank with ATM, a Post Office, Recreation Room, and a Crèche. Larger facilities comprise a Conference Hall with a seating capacity of 100, and a Multipurpose Hall capable of seating 500 people.

Accessibility is a core element of the design. The campus will feature a barrier-free built environment, ensuring full compliance with applicable accessibility norms for Divyangjan (Persons with Disabilities). Four dedicated canteens are also planned for personnel convenience.

Economic Impact and Project Financing​

The total estimated cost for this critical infrastructure project is ₹1,299.08 crores. The Government of India will fund the expenditure through budgetary support under the Head of Account: 4059 Capital Outlay on Public Works.

This initiative is expected to deliver significant employment opportunities across various skill levels. During the construction phase, job generation is estimated at approximately 7,00,000 man-days per annum. The operational phase is projected to generate around 50,000 man-days annually.

The Ministry of Housing & Urban Affairs will oversee the execution via the Central Public Works Department (CPWD). Pre-bid activities have commenced, and the necessary tender documents are currently being prepared by relevant authorities.
