The country currently faces significant import dependence, with an annual crude oil import bill estimated at nearly USD 144 billion (approximately ₹13 lakh crore).As global developments underscore the volatility of international markets, enhancing domestic oil and gas production is essential. Given that energy demand in India is set to rise steadily over the coming decades, promoting resource self-reliance through offshore exploration is vital for long-term economic resilience.
De-risking Deepwater Exploration with Samudra Manthan
Hydrocarbon exploration remains a capital-intensive process, often requiring 5 to 10 years from block award to commercial production. This inherent risk challenges the continuous expansion of India’s domestic resource base.Samudra Manthan directly addresses this challenge by reorienting policy toward exploration-led growth. The Government will provide financial support covering up to 50% of the cost for deepwater exploration wells, significantly mitigating investment risk and encouraging substantial private sector participation.
This initiative is particularly focused on frontier areas such as the Krishna-Godavari, Cauvery, Mahanadi, and Andaman regions. Given that a single deepwater exploratory well can cost between USD 125 and USD 150 million, this risk-sharing approach is critical for unlocking these high-potential offshore resources.
Comprehensive Components of the National Scheme
The ₹84,084 crore scheme adopts an integrated strategy to accelerate both exploration and production in offshore waters. The components span data acquisition, drilling acceleration, infrastructure development, and domestic manufacturing promotion.A significant outlay of ₹28,534 crore is dedicated to the acquisition and processing of modern offshore seismic data. This foundational work includes 2D seismic data acquisition for basin-wide coverage (₹12,000 crore) and advanced 3D seismic techniques (₹12,534 crore).
Acceleration Through Drilling and Infrastructure Investment
A specialized allocation of ₹43,200 crore is designated for offshore exploration acceleration. This funding includes a commitment to drill 60 deepwater exploration wells, coupled with government support that can be up to 50% of the eligible drilling cost or ₹675 crore per well, whichever amount is lower.To ensure successful commercialisation, an outlay of ₹10,000 crore is dedicated to developing common offshore infrastructure hubs. Furthermore, promoting domestic capabilities in the sector, a combined total of ₹2,000 crore has been assigned for the establishment of Oil and Gas Manufacturing and Services Zones.
Projected Impact on India’s Energy Resilience
Upon successful completion, Samudra Manthan holds transformative potential for national energy security. The scheme aims to increase India's domestic oil and gas production from approximately 62 MMTOE annually to a targeted 80 MMTOE.Crucially, the initiative seeks to expand the country's hydrocarbon resource base from 1.6 billion TOE to 2.2 billion TOE. Achieving this projected additional production has the capacity to reduce crude oil imports by nearly ₹1 lakh crore per annum, dramatically strengthening India's long-term energy resilience and reducing dependence on imports.
