New Delhi. India is fundamentally reshaping its approach to offshore energy, making a strategic pivot from 'blind exploration' methods to a highly sophisticated, data-led discovery model. Petroleum and Natural Gas Minister Hardeep Singh Puri made this directive clear on Saturday, emphasizing the critical need for a more collaborative and open data ecosystem across the sector.

The move was solidified during a conference convened by the Directorate General of Hydrocarbons (DGH) on 'Data Driven Exploration.' The event aimed to engage industry stakeholders on accelerating India's overall exploration outcomes. This initiative aligns directly with the country's ambitious energy self-reliance agenda under the Samudra Manthan-National Offshore Mission.

Mandating Open Data for Offshore Potential​

Speaking at the conference, the Minister stressed that exploration thrives when knowledge is shared, rather than being contained within isolated silos. Puri highlighted that India is actively promoting a multi-client data ecosystem.

He stated that this open approach is changing the traditional perception of the exploration and production sector, which has often been viewed as inherently uncertain. By leveraging this collaborative platform, the Minister noted that “the more eyes on the data, the greater the possibilities beneath our seas.”

Industry Stakeholders Focus on Data Quality and Access​

The conference saw participation from over 80 delegates, including top global E&P players such as BP, ExxonMobil, and Shell, alongside national oil companies. Participants unanimously agreed that the availability, quality, and accessibility of seismic data are crucial determinants of exploration success.

The industry identified persistent constraints related to data gaps, particularly in deepwater and frontier basins. These coverage gaps currently impede investment inflows and slow down necessary exploration activity.

Accelerating Investment Through Technology​

Delegates at the DGH event stressed the necessity of accelerated and targeted seismic data acquisition. This timing must be closely aligned with upcoming licensing rounds to bolster investor participation.

A key mechanism identified for enhancement is the adoption of multi-client seismic models. Such models are seen as a powerful way to increase cost efficiency and expand participation, especially in less-explored basins. However, the industry cautioned that a calibrated approach is required, considering India’s existing basin maturity and data structures.

Government Support Fuels Energy Self-Reliance Goals​

The discussion underscored the vital role of the government in strengthening the entire data ecosystem. Policy support, continued investment in advanced data acquisition, and improved data access frameworks were repeatedly emphasized by attendees.

Furthermore, participants called for the establishment of robust procurement and execution frameworks. They urged the adoption of quality-cum-cost-based approaches to ensure that data acquisition remains timely and meets the highest standards. This proactive effort reinforces India’s journey towards achieving energy self-reliance.
