Bharat Coking Coal Limited Faces Disruption at ABOCP Mine

Bharat Coking Coal Limited (BCCL) announced that mining and dispatch operations at the ABOCP Mine within Block-II have been halted due to actions by unauthorized individuals, commencing April 2, 2026, at approximately 3:00 PM. This disruption has ceased coal production and dispatch within the Block-II Area.

The situation stems from ongoing issues related to labor practices. Previously, local workers were employed by transport contractors for shale picking and segregation, but departmental production declines and the mandatory nature of coal crushing in outsourced production have diminished the need for such work.

An agreement with local administration dated August 18, 2020, recognized a surplus of workers compared to the requirements. These workers have been distributed work and compensated with HPC wages for a limited number of days per month. Despite this arrangement, the workers continue to demand full-time HPC wages and additional benefits.

BCCL has taken the following steps in response to the disruption:
  • A letter has been sent to the Senior Superintendent of Police (SSP), Dhanbad, with copies to relevant authorities.
  • A letter has been sent to the Deputy Inspector General (DIG) of the Central Industrial Security Force (CISF), BCCL, with copies to relevant authorities.
  • A First Information Report (FIR) has been filed at the Baghmara Police Station.
  • The matter has been escalated to the Head of Department (Industrial Relations), BCCL, the Director (Human Resources), BCCL, and other authorities at headquarters
Debanuj Debnath, Company Secretary & Compliance Officer, confirmed the update.
