
Bharat Coking Coal Limited Deposits Funds Regarding Workmen Regularization Litigation
Bharat Coking Coal Limited (BCCL) has made a deposit in connection with ongoing litigation related to the regularization of workmen. The payment follows an order by the High Court of Jharkhand concerning a long-pending award from 2000.The dispute centers on an Award dated June 8, 2000, issued by the Central Government Industrial Tribunal, Dhanbad, in Reference Case No. 97 of 1995. This Award directed the regularisation of 75 workmen as Category-I General Mazdoors and mandated consequential monetary benefits.
While the initial ruling was set aside by a Single Judge of the High Court of Jharkhand, the Division Bench later restored the Award. Subsequently, special leave petitions and review petitions filed by BCCL before the Supreme Court were dismissed.
The matter escalated into Contempt (Civil) Case No. 1438 of 2025 in the High Court of Jharkhand, alleging non-compliance with the award. Following an order on May 4, 2026, the High Court directed BCCL to calculate the arrears payable and deposit the corresponding amount into two fixed deposits held by the Registrar General of the High Court. This action must be completed while identifying the concerned workmen and their dependents.
In response to this directive, the Committee of Functional Directors, during a meeting on July 5, 2026, approved the proposal for a significant deposit. The company committed ₹39,83,01,981.63 with the Registrar General of the High Court towards arrears concerning workmen who have submitted claims and their eligible dependents.
The overall financial commitment related to this matter remains under assessment. Currently, the total financial involvement is estimated at approximately ₹48,10,96,969.83, which includes the amounts corresponding to remaining workmen whose identification or claims are still pending finalization.
BCCL stated that the matter is presently before the High Court of Jharkhand in Ranchi and the company is undertaking necessary steps to comply with all directions issued by the court.
