Trillion-Dollar Resolve: Rajasthan-Haryana Ink Yamuna Project Deal to End Three-Decade Water Scarcity
Landmark Agreement Ends Decades-Long Water Crisis for Rajasthan and Haryana
New Delhi: The governments of Rajasthan and Haryana signed a landmark agreement in New Delhi for the construction and implementation of the Yamuna Water Project. Union Home Minister and Minister of Cooperation, Shri Amit Shah, was present at the ceremony alongside Chief Minister of Rajasthan, Shri Bhajan Lal Sharma, and Chief Minister of Haryana, Shri Nayab Singh Saini. This critical accord addresses a water-related problem that has persisted for nearly three decades in both states.Minister Shri Amit Shah emphasized that this project is a prime example of Prime Minister Shri Narendra Modi’s mantra of ‘Solution through Dialogue.’ He stated that the agreement successfully demonstrates how even entrenched, multi-decade issues can be resolved when states embrace cooperative federalism. The consensus reached underscores the spirit of collaborative governance across state lines and at the central level.
Project Details and Water Allocation Framework
The comprehensive project involves supplying approximately 580 Million Cubic Meters (MCM) of water to Rajasthan from the Yamuna Canal. This vital supply will be delivered through three underground pipelines, each with a diameter exceeding 3.6 metres. The designated delivery period for this specialized infrastructure is between July and October. This scientific agreement meticulously details all aspects of resource management. It includes financial responsibilities, clear cost-sharing mechanisms, protocols for water allocation and release, and maintenance arrangements. Furthermore, the accord incorporates robust monitoring systems and a formal dispute resolution mechanism to ensure stability.
Recharging Groundwater and Securing Drinking Water Supply
The immediate beneficiaries of this agreement include specific regions across both states. The provision of reliable drinking water will directly benefit Sikar, Churu, and Jhunjhunu districts in Rajasthan, as well as the Bhiwani and Fatehabad areas in Haryana.Shri Amit Shah stated that this project is a true ‘Win-Win Situation’ for both participating governments. Water that was previously running into waste will now be effectively utilized to quench the thirst of millions. The excess water will also be stored in large ponds, which are crucial for recharging groundwater levels.
Securing Future Stability through Dispute-Free Framework
The framework established by this agreement promises long-term stability and dispute mitigation for both states. This structure was designed collaboratively by Haryana, Rajasthan, and the Central Water Commission (CWC).Union Home Minister Shri Amit Shah highlighted that a resolution was achieved in just a few days, under the chairmanship of Union Jal Shakti Minister Shri C. R. Patil. The project aims to facilitate the conveyance of Rajasthan's entitled share of Yamuna waters through an underground pipeline system originating from the Western Yamuna Canal. This enables the state to fully utilize its allocation as per the 1994 Memorandum of Understanding on the sharing of utilisable surface waters of the Upper Yamuna Basin.
