Seoul, April 19 The world is navigating two distinct global challenges: the ongoing Middle East conflict and the burgeoning artificial intelligence (AI) war. Kim Jung-kwan, South Korea's minister of trade, industry and resources, emphasized that while the Middle East situation is visible, winning the AI race is paramount to the nation's future prosperity.

The minister cautioned that while the country could weather geopolitical disruptions through trade and supply chain diversification, failing to master AI would cause the disappearance of future job opportunities and erode manufacturing competitiveness.

Comparing Global Threats: AI versus Geopolitical Turmoil​

Addressing the recent volatility, Kim Jung-kwan highlighted the critical importance of technological supremacy. He stated that while the Middle East crisis is an imminent threat, the AI war determines the nation’s long-term trajectory.

The need for transformation was underscored by the observation that global manufacturing leaders, such as the U.S., have seen their expertise fade over a generation. South Korea faces a similar demographic pressure, with most workers in manufacturing industries currently in their 50s or 60s.

Funding the Future: The M.AX Transformation Initiative​

In a move to secure its industrial leadership, the South Korean National Assembly recently passed a 26.2 trillion-won (US$17.8 billion) extra budget. A dedicated portion of this funding, 83 billion won, has been allocated for the "Manufacturing AI Transformation (M.AX)" initiative.

The M.AX framework is designed to overhaul the country's core industrial strength. By forging the M.AX Alliance with major local players like Samsung Electronics Co. and Hyundai Motor Co., Seoul aims to rapidly accelerate AI integration into its factories.

Redefining Labor: Manufacturing's New Competitive Edge​

To counteract fears that AI will eliminate jobs, the minister argued that the outcome of a successful transformation will not be mass unemployment. Instead, it will generate new roles, such as robot managers for former welders and casters.

This shift promises to redefine manufacturing, moving it away from a sector described as "dirty, dangerous and difficult" into one possessing a sharp, competitive industrial edge. Ultimately, the M.AX initiative is intended to bolster South Korea's overall productivity against major rivals like China, the U.S., and Japan.

Building an AI-Driven Industrial Ecosystem​

The ambitious goals set by the M.AX Alliance include pioneering mass production of humanoid robots by 2029 and constructing 500 dedicated AI factories by 2030. This structured rollout is crucial for maintaining the country's global standing.

Beyond AI: Diversifying Economic Supply Chains​

Beyond the digital transformation, the minister also stressed the need for broader economic resilience. Regarding crude oil, which the country mainly imports through the Strait of Hormuz, Seoul must diversify its import portfolio. This necessitates expanding oil purchases from sources like the U.S.

Furthermore, focusing on internalizing critical minerals and industrial resources is vital. This requires South Korea to participate more actively in overseas resources development projects to secure its raw material supply chains.
