State Achieves Landmark Growth in Fisheries with Over 16 Lakh Supported​

The Ministry of Fisheries, Animal Husbandry & Dairying (MoFAH&D) held a critical review meeting in Bhubaneswar on July 8, 2026. The gathering focused on scrutinizing the implementation status of schemes and programs designed to advance fisheries and aquaculture in Odisha. Union Minister for Fisheries, Shri Rajiv Ranjan Singh chaired the high-level review session, attended by several key ministers and institutional heads.

The meeting assessed the tremendous progress made by the state in establishing itself as a major fisheries hub. The data showcased that Odisha recorded 12.70 lakh MT of fish production in 2025-26. This robust production supports over 16 lakh active fishers within the region.

Substantial Investment Driven by Central Schemes​

The review noted the significant support provided to Odisha under various central schemes, including PMMSY. Projects totaling over ₹1,301 crore have been approved to bolster the sector's capabilities. These approved investments cover infrastructure development, technology adoption, fisher welfare initiatives, and essential post-harvest facilities.

Shri Rajiv Ranjan Singh emphasized the need for continuous improvement in the fisheries value chain. He urged the Government of Odisha to strengthen collaboration among all stakeholders. This includes fishers, fish farmers, cooperatives, FFPOs, and exporters to maximize untapped export potential.

Boosting Competitiveness Through Diversification and Value Addition​

The Union Minister highlighted that improved competitiveness relies heavily on enhancing capacity building. A key focus area identified was the need to promote value addition through modern processing techniques. To expand global opportunities, diversification of fish species and fisheries products is also crucial for increasing sector incomes.

Dr. Abhilaksh likhi, Secretary (Fisheries), pointed out the necessity of ensuring effective convergence across all levels. This includes linking Central schemes with State initiatives, financial institutions, and research organizations. Timely project execution and outcome-based monitoring were stressed to accelerate growth.

Research Institutes Drive Sector Modernization​

Representatives from ICAR-CIFA, NABARD, and NCDC shared insights into ongoing support measures for Odisha's fisheries sector. They detailed efforts focused on scientific aquaculture practices and enhanced institutional credit provision. These experts highlighted the need for infrastructure expansion including landing centers, hatcheries, and cold chain facilities.

The representatives also emphasized diversifying into high-value species. Promising target species mentioned include scampi, seabass, pompano, and tilapia. The consensus remains that increased investment and technology adoption are vital to unlock the full potential of Odisha’s fisheries sector.

Path to Blue Economy: Focus on Stakeholder Convergence​

The deliberations underlined a coordinated effort across all parties involved in development. This includes the Central Government, the State Government, research institutions, financial bodies, and the fisheries stakeholders themselves. The collective goal is to transform Odisha into a leading hub for fisheries and aquaculture. This transformation directly supports India's wider Blue Economy ambitions.
