Addressing Data Gaps in Biofuel and Electricity Consumption​

The Expert Committee conducted an extensive review of "Energy Statistics India" and the country's overall energy statistics database. Focused attention was given to addressing inconsistencies across various ministries and meeting international standards. The committee addressed several critical data gaps that currently affect the integrity of India’s energy balance.

A major focus area is the consumption patterns of Biofuels in India. Based on estimates by the United Nation Statistical Division (UNSD), biofuel consumption accounts for between 31% and 34% of the total annual energy-consumption. The Committee therefore recommended a comprehensive methodology to incorporate this important component into the national energy balance table.

Furthermore, two key areas—the consumption of electricity via captive or off-grid modes, and the electricity use by Electric Vehicles (EVs)—were identified as significant data gaps. The report provides an initial methodological framework for these areas, which requires refinement from users and researchers before incorporation into the national database.

Key Recommendations for Energy Statistics Harmonization​

The Committee made several critical recommendations aimed at improving the quality and comparability of energy statistics across ministries. These suggestions focus heavily on standardized classification and cross-ministry consistency.

One primary recommendation involves adopting international standards in data collection and dissemination. This includes alignment with International Standard Industrial Classification (ISIC) Rev. 5, National Industrial Classification (NIC)-2025, and Standards International Energy-product Classification (SIEC). The Committee also urged all line energy ministries to adopt uniform conversion factors to ensure inter-ministerial consistency.

The report introduced a methodology refinement for the sectoral end-use consumption of imported coal (which constitutes about 20% of India's total coal consumption) and domestically routed coal, currently grouped under miscellaneous categories. This specialized methodology leverages the Annual Survey of Industries (ASI) database to capture industry-wise consumption data.

Improving Industrial Energy Data Tracking​

Similar methodological recommendations were provided for tracking industrial electricity use in India. The Committee proposed a refined approach for capturing and disseminating the industry-wise end-use consumption of electricity, again utilizing the Annual Survey of Industry (ASI) database.

The Committee also recommended that the Bureau of Energy Efficiency (BEE) be tasked with developing and maintaining a comprehensive database specifically covering the Perform, Achieve and Trade (PAT) scheme. This specialized focus aims to strengthen regulatory oversight and data quality related to energy efficiency in industry.

The Path Forward for Integrated Energy Monitoring​

The report presents these recommendations as an actionable guide to strengthening the methodological robustness of India’s energy statistics system. These steps are vital to improve data comparability and support evidence-based policymaking across various sectors.
