The Department of Consumer Affairs has enacted a significant regulatory reform, amending the Legal Metrology (General) Rules, 2011. The changes are specifically aimed at reducing compliance burdens and minimizing verification costs for industries dealing with high-capacity weighing instruments. This move represents a major step towards promoting Ease of Doing Business (EoDB) by introducing a scientifically sound, repeatability-based verification method.

Streamlining Verification for High-Capacity Instruments​

The amendment substantially revises the required quantity of standard weights needed during the verification process. Previously, if an instrument had a maximum capacity of one tonne or more, the verification mandated the use of standard weights equivalent to at least one tonne or 50 per cent of the instrument's maximum capacity, whichever figure was higher.

This prior requirement frequently led to considerable logistical hurdles for various stakeholders. Industries, warehouses, and weighbridge operators faced significant operational difficulties and inflated transportation costs due to the movement and handling of these massive quantities of standard weights.

The Scientific Shift: From 50% to 20% Requirement​

The revised provision successfully rationalizes this requirement while upholding high standards of accuracy and reliability. Under the new guidelines, based on a successful repeatability test conducted during verification, the mandatory quantity of standard weights has been reduced dramatically.

The required quantity for substitution with constant loads is now only one-fifth (or 20 per cent) of the instrument's maximum capacity. This targeted reduction delivers immense economic relief while ensuring that the regulatory requirements remain robust and evidence-based.
