Ministry Defends RDI Scheme Integrity as TDB Clarifies Selection Process and Merit-Based Funding
The Technology Development Board (TDB) and the Ministry of Science & Technology have vehemently addressed media reports concerning alleged conflicts of interest in the disbursement of funds under the Research, Development and Innovation (RDI) Scheme. The ministry has clarified that these reports are misleading and lack proper context, assuring stakeholders of the rigorous standards governing fund allocation.The TDB stands by its evaluation mechanisms, which are designed to ensure complete transparency and integrity within India's growing innovation ecosystem. The Ministry confirmed that all funding decisions were based purely on technical merit, adhering strictly to the Implementation Guidelines of the RDI Fund.
Upholding Robust Conflict of Interest Policy in Funding
TDB asserts that a comprehensive and robust Conflict of Interest policy is firmly established across its operations. This systematic policy has been maintained consistently over an extended period without any reported complaints or irregularities.To preemptively manage potential conflicts, TDB established detailed Pre-Investment Guidelines and Standard Operating Procedures (SoPs) prior to the commencement of the 1st Investment Committee (IC) meeting. These guidelines explicitly outline the conditions that could give rise to a conflict of interest for any board member.
The policy mandates mandatory disclosure and complete recusal from all discussions and decision-making processes for any TDB member who has a potential conflict with a proposed entity. The Ministry confirmed strict adherence to these protocols, ensuring zero involvement of conflicted members in the evaluation or sanctioning process for concerned proposals.
Independent Validation Certifies Cutting-Edge Projects
The rigor and unbiased nature of TDB’s merit-based selection processes are further bolstered by independent external validation mechanisms. This assessment serves as a powerful demonstration of the technology's real-world potential and national importance.In its first cohort, TDB approved 22 projects under the RDI Scheme. Crucially, out of these 22 initiatives, 15 were independently selected by separate expert panels constituted specifically by the Ministry of Education.
These independently validated companies, chosen solely on innovation potential and technical merit, subsequently represented India at the prestigious Bharat Innovate Event in Nice, France. This successful validation sequence underscores that the recipients are genuinely cutting-edge Deep-Tech innovators.
