The government has greenlit a massive nationwide overhaul of India’s Industrial Training Institute (ITI) ecosystem. The 4th National Steering Committee (NSC), chaired by Ms Debashree Mukherjee, Secretary of the Ministry of Skill Development and Entrepreneurship (MSDE), approved the transition of PM-SETU from its pilot phase to a full national rollout. This pivotal move ensures that all 200 identified ITI clusters can be upgraded according to industry readiness and local implementation capacity.

The committee also formalized measures aimed at simplifying the program's execution, encouraging robust participation from industry leaders, and bolstering the institutional ecosystem supporting PM-SETU across the nation. The most significant outcome was the approval of Strategic Investment Plans (SIPs) totaling a combined outlay of ₹1,237.58 crore.

Industry Leaders Commit to Transforming ITI Clusters Nationally​

Strategic Investment Plans (SIPs) are set to drive industry-led upgradation projects across multiple states. Leading industrial titans have stepped forward as Anchor Industry Partners, committing substantial investments to specific clusters. These commitments pave the way for modernizing training infrastructure and curricula nationwide.

M/s Jindal Naveen Avasar Limited in Odisha, M/s ArcelorMittal Nippon Steel India in Gujarat, and Apollo Med-Skills along with others have all committed significant resources. The targeted SIPs provide a clear path for advanced industry engagement, ensuring that the future workforce is equipped with high-demand skills.

Anchor Investment Drives ITI Modernization in Odisha​

The initiative in Odisha focuses on upgrading clusters surrounding Government ITI Barbil, which serves as the designated Hub. Supporting centers include Government ITI Anandapur, Government ITI Koira, Government ITI Karanjia, and Government ITI Barkote. M/s Jindal Naveen Avasar Limited has been selected as the Anchor Industry Partner for this crucial cluster.

Jindal’s proposed investment commitment to modernize these facilities is substantial, standing at ₹240.21 crore. This localized dedication demonstrates a deep partnership between industry and skill development goals in the region.

Gujarat Cluster Set for ArcelorMittal Transformation​

In Gujarat, the focus rests on modernizing the cluster anchored by Government ITI Surat as the Hub. Supporting institutes include Government ITI Hajira, Government ITI Bardoli, Government ITI Sachin, and Government ITI Surat (Mahila). M/s ArcelorMittal Nippon Steel India has been selected as the Anchor Industry Partner for this vital transformation project.

ArcelorMittal's proposed investment commitment in Gujarat is recorded at ₹240.18 crore, signaling a major push toward industrial alignment within vocational training programs.

Comprehensive Cluster Upgrades Approved Across Telangana​

The program approved three distinct ITI clusters in Telangana, each with a specific Anchor Industry Partner committed to high-level upgrades. These dedicated efforts ensure that diverse skill needs are addressed across the state's key regions.

Apollo Med-Skills Limited has been named the Anchor Industry Partner for the cluster centered around Government ITI Old City (Hub). This upgrade focuses on the institutes including Government ITI Warangal, Government ITI Nalgonda Boys, Government ITI Vikarabad Girls, and Government ITI Panjaguda, with a proposed investment of ₹241.01 crore.

A second major cluster involves Government ITI Patancheru (Hub), which includes supporting schools like Government ITI Shadnagar and Government ITI Marpally. M/s Sri Siddharth Infratech & Services (SSISPL) has been selected as the Anchor Industry Partner, committing ₹275.24 crore to this transformation effort.

The third approved cluster is centered at Government ITI Sangareddy (Hub), comprising Government ITI Hathnoora and other local institutes. M/s Neuland Foundation has been chosen as the Anchor Industry Partner for this rural transformation, with a proposed investment amounting to ₹240.94 crore.
