Forum of Regulators Marks 21 Years of Energy Sector Reform
The Forum of Regulators (FOR) successfully convened its historic 100th meeting at Bharat Mandapam, New Delhi. This landmark gathering marked a significant anniversary, celebrating 21 years of crucial work dedicated to strengthening India's complex power sector. Established in 2005, the statutory platform brings together Central and State electricity regulatory commissions. The Forum’s core mandate is to coordinate and improve regulatory practices across the country’s vast power landscape.The meeting was graced by distinguished experts, including Dr. P. K. Mishra, Principal Secretary to the Prime Minister of India, Dr. V. Anantha Nageswaran, Chief Economic Advisor, and Shri Ajay Shankar, Distinguished Speaker TERI. They addressed the regulators, underscoring the sector's pivotal role in India’s economic growth story.
Institutionalizing Power Sector Development and Reform
Over the past two decades, the FOR has cemented its reputation as a core engine of regulatory reform. The institution has played an instrumental role in shaping best practices across the energy domain. Its cumulative efforts include conducting 71 studies, implementing 55 Capacity Building Programs, and issuing 25 Model Regulations.Furthermore, the Forum’s depth of work is reflected in its reports, which include 6 Technical Committee Reports and 37 Working Group Reports. These initiatives have provided the necessary framework for navigating complex industry challenges, significantly contributing to the modernization of India’s power structure.
Guiding Reforms and the Path to Decarbonization
During the inaugural function, Dr. P. K. Mishra reflected on India’s achievements in the power sector over the last decade. He highlighted the critical role the Forum played in refining challenging areas such as open access, tariff rationalisation, and the essential unbundling of utilities.Dr. Mishra noted that the Forum has matured into a crucial institution of reform and guidance. This trajectory of growth has allowed the sector to continuously adapt and address varied regulatory hurdles.
Addressing the wider energy economy, Dr. V. Anantha Nageswaran focused on the evolving geopolitical landscape. He emphasized the critical link between the power sector's stability and India's broader energy security in the changing global environment.

Shri Ajay Shankar spoke extensively on India’s ambitious pursuit of achieving Net Zero emissions. He provided insights into the immense importance of continuous learning drawn from the ongoing Solar Mission. His address detailed several actionable initiatives required to accelerate the nation's large-scale decarbonization efforts.This comprehensive effort to modernize the energy grid was further formalized with the launch of the "Forum of Regulators Coffee Table Book." The book chronicles the Forum's journey, its key achievements, and its strategic vision for the future. Secretary, CERC / FOR Harpreet Singh Pruthi concluded the session by thanking the distinguished guests for their valuable thoughts and guidance.
