New Delhi, February 22: India and Brazil have signed a Memorandum of Understanding to strengthen cooperation in the postal sector, expanding collaboration in digital transformation, logistics, and inclusive service delivery, the Ministry of Communications said on Sunday.

The agreement was signed by Union Communications Minister Jyotiraditya M. Scindia and Brazil’s Communications Minister Frederico de Siqueira Filho during the State Visit of Brazilian President Luiz Inacio Lula da Silva to India.

Broad Framework for Postal Collaboration​

The MoU establishes a comprehensive framework for cooperation between India’s Department of Posts and Brazil’s Ministry of Communications. It aims to reinforce the strategic partnership between the two countries through structured knowledge exchange and operational collaboration.

Both sides will share best practices in postal policies and operational management. The agreement also focuses on strengthening universal service obligations and improving addressing systems to enhance efficiency and service outreach.

Focus on Digital Transformation and E-commerce Logistics​

A key component of the agreement is cooperation in digital transformation, e-commerce logistics, and postal financial services, reflecting the evolving role of postal networks in a rapidly digitizing global economy.

India will share its experience in implementing large-scale postal reforms, particularly in digital services, e-commerce delivery systems, and citizen-centric public service models.

The partnership is expected to improve operational efficiency and support the financial sustainability of postal networks in both countries.

Capacity Building and Multilateral Coordination​

The MoU provides for capacity-building initiatives, including training programmes, exchange visits of officials and experts, and joint workshops. It also enables structured information sharing and collaboration on strategic projects of mutual interest.

Additionally, India and Brazil have agreed to enhance coordination in multilateral platforms, including the Universal Postal Union.

According to the ministry, the agreement underscores the shared commitment of both nations to modernize their postal systems and leverage them as instruments for economic growth, financial inclusion, and last-mile service delivery.

The MoU will remain valid for five years, with an automatic renewal clause, and will be implemented in accordance with the laws of both countries.
