Educational Landscape Rated: Ministry Unleashes Massive Performance Grading Indices for States and Districts

The Union Ministry of Education has released a comprehensive report detailing the Performance Grading Index 2.0 (PGI-S) for States/UTs and the Performance Grading Index for Districts (PGI-D) for the 2025-26 cycle. This landmark release provides an intensive evaluation framework designed to categorize and measure the educational performance across India's vast administrative units. The indices utilize granular data, aiming to promote a more balanced and constructive assessment of the nation's education system.

The Scale of Indian Education Under Review

The report underscores the enormous scale of the Indian education ecosystem. The country boasts over 14.67 lakh schools, which are managed by approximately 1.03 crore teachers. Nearly 24.72 crore students form a large student body drawn from varied socio-economic backgrounds. The creation of these grading indices represents a concerted effort to bring uniform data-driven measurement to this massive undertaking.

Deconstructing the State Performance Grading Index (PGI-S)

The PGI for States and UTs was devised by the Department of School Education & Literacy, Union Ministry of Education. This index structures the performance of each state and union territory into defined grades or levels. The core principle of this approach is to allow multiple states and UTs that share a similar level of achievement to be placed within the same performance band.

The PGI-States/UT structure carries a total weightage of 1000 points, distributed across 70 key indicators. These indicators fall under two main categories: Outcome and Governance & Management. The six crucial domains monitored include Learning Outcomes and Quality, Access, Infrastructure & Facilities, Equity, Governance Processes, and Teachers Education & Training.

Focus Shifts to District-Level Impact with PGI-D

Moving beyond the state level, the Ministry has extended this performance assessment through the Performance Grading Index for Districts (PGI-D). The PGI-D is specifically designed to assess districts using common parameters, reflecting a strategic shift toward outcome measurement of educational policies. This targeted approach aims to pinpoint specific localized strengths and weaknesses.

The PGI-D framework operates on a total weightage of 600 points across 70 indicators. It encompasses six principal categories: Outcomes, Effective Classroom Transaction, Infrastructure Facilities & Student Entitlements, School Safety & Child Protection, Digital Learning, and Governance Process. These metrics are further segmented into 11 domains for micro-level tracking.

Data Sources Powering the Grading Frameworks

The reliability of both indices is grounded in a combination of crucial governmental data repositories. For PGI-S, the framework incorporates input from the Unified District Information System for Education Plus (UDISE+), PARAKH Rashtriya Sarvekshan 2024, PM POSHAN Portal, PRABAND Portal, and Vidyanjali Portal.

PGI-D relies on data drawn specifically from the Unified District Information System for Education Plus (UDISE +) and the PRS 2024 survey, along with data sourced from the PRABANDH Portal. This multi-source approach ensures that performance evaluation is comprehensive and cross-validated across administrative levels.
