Since its launch in 2016, the Government e Marketplace (GeM) has fundamentally reshaped India’s governance ecosystem. Conceived as a major reform initiative, GeM successfully transitioned public procurement from a fragmented, manual process into a digital and data-driven system. This shift has not only improved transparency but has also vastly expanded access to crucial government supply chains for enterprises across all sizes.

Massive Scale of Inclusion: MSE Participation Explodes on GeM​

GeM has served as a powerful catalyst for economic empowerment by facilitating open procurement markets. The platform’s dedication to inclusivity is evident in the dramatic rise of micro and small enterprises (MSEs). Registered MSE units have climbed to over 11.9 lakh, showcasing unprecedented adoption.

This rapid increase in participation has translated directly into substantial economic activity. Procurement from MSEs on GeM has soared dramatically, reaching more than ₹8.69 lakh crore. Correspondingly, the number of orders placed through the platform has increased from just 2,994 to over 2.17 crore during the period.

Empowering Underrepresented Groups Through Digital Markets​

A core strength of the GeM platform lies in its ability to actively include traditionally underrepresented groups within the public economy. Women-owned MSEs have seen exponential growth, increasing from just 268 in 2016-17 to over 2.16 lakh units currently. The procurement value generated by these women entrepreneurs has surpassed ₹93,327 crore.

Similarly, startup ecosystems are flourishing through GeM. Startup participation on the platform grew significantly, moving from 88 entities to over 40,000 companies. This burgeoning sector has contributed more than ₹61,400 crore toward public procurement objectives. Registered SC/ST MSEs have also shown strong resilience, increasing their count to over 66,000 units with procurement value exceeding ₹21,800 crore.

Technology and Service Delivery Driving Governance Reform​

The evolution of GeM is deeply intertwined with advanced technology. The platform actively leverages artificial intelligence-based tools, sophisticated analytics, and transparent auction mechanisms. This technological backbone ensures efficiency and accountability throughout the entire procurement process.

Beyond facilitating business, GeM has become a critical pillar of public service delivery. The platform supported vital national priorities, enabling the successful procurement of 324 crore vaccine doses and 199 crore syringes. It also handled procurement for various healthcare needs, including medical kits for Vande Bharat trains and essential diagnostic equipment.

Expert View: GeM Strengthening Aatmanirbhar Bharat​

Shri Mihir Kumar, CEO of GeM, emphasized that the platform has contributed substantially to building a transparent and efficient public procurement ecosystem over twelve years. He noted that GeM has significantly strengthened access to government markets for MSEs, startups, and local manufacturers.

By effectively connecting these local enterprises with governmental demand, GeM is actively supporting broader national objectives. The marketplace facilitates the participation of cooperatives, rural businesses, women entrepreneurs, and various MSEs, thus contributing directly to the vision of Aatmanirbhar Bharat.
