This digital initiative is central to the Bharat Audyogik Vikas Yojana (BHAVYA) Scheme, setting out an ambitious plan to develop 100 investment-ready, world-class industrial parks across the nation over six years.

The launch marks a critical transition point for economic development, translating policy commitments into actionable infrastructure blueprints designed to attract substantial domestic and foreign capital. The scheme is positioned as the Government's flagship program to create integrated industrial ecosystems with multimodal connectivity and robust utility systems.

BHAVYA Scheme Targets Large-Scale Job Creation​

Shri Piyush Goyal emphasized that the BHAVYA Scheme will operate on a competitive model, encouraging various States to submit detailed project proposals. These proposals must showcase their specific industrial strengths, available land inventory, investor interest, and potential in key sectors such as chemicals, manufacturing, or data centers.

The objective is clear: to ensure that every industrial park is custom-designed to meet the specific needs of targeted industries and investors. The Minister highlighted that this focus aims to transform industrial parks into highly attractive destinations for global investment flows.

Funding and Implementation Structure Revealed​

With a total outlay of ₹33,660 crore earmarked by the Central Government, the BHAVYA Scheme is set to catalyze significant investments and generate direct and indirect employment opportunities across the country. The implementation rests primarily on the National Industrial Corridor Development Corporation (NICDC), which serves as the Project Management Agency for the initiative.

While State Governments are responsible for providing the land needed for these parks, the Government of India will support the crucial infrastructure creation through NICDC, operating under a defined 51:49 partnership model with the States. This structure aims to ensure focused development of 'plug-and-play' industrial zones tailored to specific geographic advantages.

Modernizing Industrial Ecosystems and Attracting Talent​

A key component of BHAVYA is addressing historical challenges related to land acquisition and approvals, a struggle Shri Goyal personally experienced as an entrepreneur. The scheme will provide necessary infrastructure components, including assured water and power supply, road and rail connectivity, and crucial land titles.

Furthermore, the parks are designed to be holistic industrial ecosystems. They will incorporate dedicated areas for startups, deep-tech enterprises, R&D activities, and technology-oriented businesses. The Minister also confirmed that efforts will be made to establish modern testing facilities in partnership with bodies like BIS and FSSAI within these parks.

Digital Transparency Facilitates Investment Decisions​

The newly launched BHAVYA Portal is designed to act as the single digital interface for the entire scheme’s lifecycle, offering a significant boost in transparency and efficiency. It will facilitate the submission of Detailed Project Report (DPR) proposals, project appraisal, and real-time monitoring of implementation progress across all stakeholders.

Secretary Amardeep Singh Bhatia emphasized that this robust digital system is essential for effective program management at scale. Meanwhile, CEO & MD of NICDC, Shri Rajat Kumar Saini, stated the platform ensures efficient coordination among developers, States, and industry bodies, guaranteeing accountability in every step.

Rollout Timeline and Future Expansion Plans​

The initial phase of the BHAVYA Scheme targets 20 parks, with applications received between June 1 and July 31 being considered for this first round. A further 30 parks will be allocated based on applications up to September 30, while subsequent phases will be determined by the learnings from these inaugural rounds.

The scope of development is geographically varied: ranging from parks of 25 acres in smaller Union Territories or hilly regions, up to 100-500 acres for mid-sized states, and potentially reaching 1,000 acres near major cities depending on local need assessment.

Global Integration and Corporate Commitments​

The scope of BHAVYA extends beyond basic manufacturing infrastructure. The Government is open to developing dedicated areas within these parks for Global Capability Centres (GCCs), worker housing, and essential social infrastructure. Critically, the possibility of establishing international enclaves in partnership with nations such as Japan, Singapore, the Republic of Korea, and Switzerland will be explored to create a familiar environment for expatriate professionals.

Shri Goyal concluded by expressing strong confidence that this initiative aligns with the broader vision of Viksit Bharat 2047, paving the way for India's continuous ascent as a globally competitive manufacturing destination.
