The Ministry of Micro, Small and Medium Enterprises (MSME) is actively rolling out crucial economic empowerment schemes across West Bengal in collaboration with the State Government. The implementation of the PM Vishwakarma Scheme marks a significant step to bolster the artisan community, while substantial financial support has been provided through long-standing initiatives like Pradhan Mantri Mudra Yojana (PMMY).

Financial Strength: PMMY Disbursement Booms in West Bengal​

The state has shown robust uptake of lending facilities under the Pradhan Mantri Mudra Yojana (PMMY). Since its inception on April 8, 2015, a massive portfolio of loans totaling ₹3.55 lakh crore has been disbursed across West Bengal. This financial reach includes 5.82 crore loans processed through the scheme.

Upholding Artisans: The Scope of PM Vishwakarma Scheme​

The PM Vishwakarma scheme was launched on September 17, 2023, designed to provide end-to-end holistic support to traditional craftspeople. This comprehensive assistance targets artisans across 18 traditional trades, including Tool Kit Makers, Goldsmiths, Tailors, and Boat Makers.

This specialized support aims to stabilize and grow the livelihood of these skilled workers. The scheme offers benefits such as skill training, incentive for digital transactions, collateral-free credit access, and dedicated marketing support for registered artisans.

Catalyzing Innovation Through MSME Incubation Scheme​

The Micro, Small and Medium Enterprises (MSME) Innovative Scheme places a strong emphasis on nurturing innovation and facilitating the transformation of nascent concepts into viable commercial ventures. This incubation component operates through specific Host Institutes (HI), which function as Business Incubators across the nation.

In West Bengal alone, 23 Host Institutes have been established to drive this process. Each approved innovative idea within the state is eligible for significant financial assistance of up to a maximum amount of ₹15 lakh from these institutes.

Enhanced Support for Women Entrepreneurs Across India​

Beyond targeted scheme rollouts, the Government has instituted multiple measures to facilitate and bolster women-owned enterprises nationwide. These initiatives ensure that female entrepreneurs, including fisherfolk and those in coastal areas, receive specialized support.

Women-owned Micro and Small Enterprises (MSEs) benefit from guaranteed market access through the Public Procurement Policy for MSEs. This policy mandates that Central Ministries and CPSEs procure at least 3% of their annual requirements from women-owned businesses.

Specialized Incentives and Skill Upgradation Programs​

Several dedicated programs ensure a high degree of support for different segments of entrepreneurs. For example, female artisans in the coir sector receive specific skill upgradation training under the Coir Vikas Yojana to boost their entrepreneurial capabilities.

Furthermore, PMEGP offers distinct advantages to women beneficiaries. They are categorized as Special Category and qualify for a higher Margin Money (MM) Subsidy rate of up to 35%, compared to the General category rate.

Future Focus: Integrated Support Ecosystem​

The introduction of structured monitoring committees and district implementation committees in West Bengal highlights the commitment to systematic roll-out. This integrated approach—combining financial lending (PMMY), artisan support (PM Vishwakarma), and innovation nurturing (MSME Innovative Scheme)—is set to strengthen the MSME and start-up ecosystem in the state.
