Vodafone Idea’s Rs 35,000 Crore Plan Stalls: Lenders Demand Higher Promoter Assurances Amid High Debt Concerns
Vodafone Idea's proposed massive bank funding package of ₹ 35,000 crore is currently on hold. Lenders have requested stronger assurances and explicit commitments from the company's promoters before they can move forward with the approval of fresh loans, according to reports. The hesitation stems from concerns over the telecom operator's high debt and uncertain revenue outlook amid fierce market competition. The funding infusion is critical for supporting Vodafone Idea’s strategic capital expenditure plans. This includes the continued expansion and rollout of its 5G network infrastructure. While discussions with lenders have advanced significantly, a final green light remains contingent on settling risk mitigation measures.
Why Lenders Are Holding Off on Approval
Lenders maintain cautiousness due to Vodafone Idea's persistent financial struggles and high debt load. They view the revenue outlook as particularly tricky given the presence of large competitors who can influence market rates and consumer behavior.A senior banker involved in the discussions confirmed that risk enhancement or mitigation needs to be finalized before the lenders can proceed. Lenders need more than just revised projections; they require tangible backing from the company's group entities. Furthermore, State Bank of India (SBI), which is leading the funding discussions, does not want to shoulder a disproportionate share of the total exposure.
Existing Support and Near-Term Injections
The operator has already secured several instances of support and commitments designed to bolster its financial stability. Last month alone, Vodafone Idea raised ₹ 1,182 crore from Suryaja Investments, an entity of the Aditya Birla Group, as part of a larger promoter commitment via warrants. The company also secured financing totaling ₹ 300 crore from a mid-sized private sector bank.Looking ahead, a significant injection is expected from the Vodafone Group. Under the revised Contingent Liability Adjustment Mechanism (CLAM) agreement signed in December 2025, Vodafone Idea is due to receive ₹ 5,836 crore. This amount will be received partially as cash—₹ 2,307 crore within the next 12 months—with the remainder being realized through equity monetization.
Capital Expenditure and Growth Targets
Vodafone Idea plans a massive investment push of ₹ 45,000 crore over the next three years. This capital will be strategically allocated to improving financial performance and expanding its 5G network footprint. The company is also focused on achieving sustained subscriber additions in the market. Recently, the operator managed to add nearly 3 million users over the last four months.Spectrum Liabilities and Repayment Strategy
Despite receiving significant relief concerning Adjusted Gross Revenue (AGR) dues, Vodafone Idea still faces massive spectrum payment obligations. The company has a total spectrum obligation of approximately ₹ 1.2 trillion. Of this commitment, a repayment of about ₹ 49,000 crore is scheduled over the next three years. The telecom operator expects to meet these sizable commitments through a combination of incoming funds. This includes the proposed bank funding, promoter equity infusion, the CLAM settlement proceeds, cumulative cash EBITDA, income tax refunds, and existing cash reserves.
