Urban Road Transformation: CSIR-CRRI, Uttar Pradesh Launch Mega Initiative to Fight Air Pollution through Greening

Milestones in Sustainable Urban Planning

CSIR-Central Road Research Institute (CSIR-CRRI) has signed a pivotal Memorandum of Agreement (MoA) with the Public Works Department (PWD), Government of Uttar Pradesh. The partnership involves the School of Planning and Architecture (SPA), New Delhi, focusing on implementing a comprehensive framework for paving and greening urban roads in the NCR Region. This agreement formalizes efforts to translate research findings into actionable projects within the state's infrastructure planning.

The MoA signing ceremony, held at CSIR-CRRI, underscores a commitment to improving urban environments across North India. Dr. Ch. Ravi Sekhar, Director of CSIR-CRRI, stressed that collaborative action among research institutions and state governments is essential for addressing critical air quality challenges in the National Capital Region (NCR).

Operationalizing CAQM Standards for Road Paving

This project directly operationalizes the CAQM Standard Framework and Detailed Guidance Document for Paving and Greening of Urban Roads. This technical document was officially issued on January 7, 2025. Dr. S. D. Atri, a Member (Technical) at the Commission for Air Quality Management (CAQM), commended CSIR-CRRI and SPA New Delhi for their efforts to translate these guidelines into practical projects for NCR states.

Dr. Lokesh M., IAS, Secretary of PWD, Government of Uttar Pradesh, addressed the gathering, expressing confidence that this collaboration will significantly enhance urban road infrastructure across the state. He also noted the project's potential in drastically reducing road dust emissions within metropolitan areas.

Scope and Deliverables of the Greening Initiative

The initiative is structured around four core work packages, managed jointly by CSIR-CRRI and SPA New Delhi. These tasks are crucial for developing cleaner and more resilient urban transportation infrastructure. They cover everything from determining optimal space standards to designing effective greening mitigation measures.

Key components of the project include:

  • Developing standard road cross-sections and appropriate space parameters.
  • Implementing targeted greening strategies within the right-of-way to mitigate dust pollution.
  • Introducing Road Asset Management Systems (RAMS) to ensure superior maintenance practices.
  • Promoting innovative technologies applicable to modern road construction methods.

A Model for NCR Urban Development

The signing of this MoA marks a monumental step forward in advanced environmental management and transportation planning in Uttar Pradesh. The initiative is intended to serve as a scalable model for planned road development across the wider NCR region.

By integrating cutting-edge research with state implementation, the project aims to contribute actively toward cleaner, greener, and more sustainable urban cities. This move ensures that infrastructural growth does not come at the expense of environmental health in heavily industrialized areas.
