Rationale Behind the Temporary Suspension​

The Centre initially ordered the block following accusations that Telegram failed to curb fraudulent activities linked to NEET. Authorities claimed the platform was being used to share leaked examination materials and spread misleading content.

Government sources confirmed they had previously warned Telegram representatives on June 3, detailing concerns about its misuse. Subsequently, the government mandated internet service providers and app stores to block both Telegram and its associated browser services until June 22.

This regulatory action took place in anticipation of the NEET re-examination held on June 21, which authorities were closely monitoring for any potential violations or breaches of integrity.

Post-Ban Directives and Ongoing Safeguards​

Although the general ban has been lifted, Telegram has received further instructions from authorities. The company has reportedly been directed to keep its message-editing feature disabled until June 30.

Authorities expressed concern that edited messages could complicate tracking the origin and spread of misleading information, particularly in sensitive periods like examinations. This directive aims to ensure enhanced content integrity post-posting.

Government sources indicated that there have been no extensions to the original blocking order, nor have any major incidents of exam fraud been reported following the re-test period.

Founder Criticizes Regulatory Action and Competition Allegations​

Pavel Durov, the founder and chief executive officer of Telegram, publicly criticized the temporary ban. He argued that penalizing an entire platform for the actions of a small group of users set a "troubling precedent."

Durov also alleged that competitors may have influenced this decision. He claimed that business interests tied to rival messaging platforms might have played a role in the government's action, though no public evidence has been provided to substantiate these claims.
