The government on Monday announced that total revenue generated from scrap sales under the Swachhta campaign from 2021 to January 2026 has reached ₹4,405.28 crore, reflecting sustained efforts toward administrative efficiency and space optimisation across ministries and departments.

₹200 Crore Generated in December–January Period​

According to the Department of Administrative Reforms and Public Grievances, ₹200.21 crore was earned from scrap disposal during December 2025 and January 2026 alone.

In January, 81,322 files were cleared across 5,188 offices as part of the campaign, underscoring the scale of record management and clean-up operations undertaken nationwide.

27th Edition of Secretariat Reforms Highlights Governance Push​

The 27th edition of "Secretariat Reforms" presents a detailed review of ongoing initiatives aimed at transforming governance and administrative processes.

Cleanliness drives were conducted at 5,188 sites across the country in January. As a result, approximately 4.34 lakh square feet of office space was freed. The Ministry of Coal led the effort by clearing 1,88,687 square feet, followed by the Ministry of Heavy Industries, which freed 62,129 square feet.

₹115.85 Crore Scrap Revenue in January​

During January alone, ₹115.85 crore was generated from scrap disposal. Key contributions came from the Ministry of Railways, the Ministry of Heavy Industry, and the Ministry of Coal.

Effective record management resulted in the review of 1,82,000 physical files, with 81,322 files cleared. The exercise also included the disposal of 5,57,852 public grievances, accounting for 90.41 percent of total grievances addressed. Additionally, 1,032 references from Members of Parliament and 375 references from state governments were disposed of during the period.

Delayering and Digital Adoption Drive Efficiency​

The report noted that delayering initiatives have reduced the average number of active files from 7.19 in 2021 to 4.31 as of January 2026, indicating improved administrative workflow.

Digital adoption has also strengthened significantly. Around 93.81 percent of all files created in January 2026 were e-files, while 95.29 percent of receipts were processed as e-receipts. A total of 65 ministries and departments achieved at least 90 percent adoption of e-files.

Fifteen ministries and departments recorded 100 percent e-receipts for January 2026.

Inter-ministerial file movements stood at 4,752 in January 2026, reflecting streamlined coordination and digitally enabled administrative processes. The report stated that these developments reinforce the government's focus on transparent, efficient, and citizen-centric governance.
