Navigating Global Shocks: Regulator Focuses on Building Domestic Resilience in Oil and Gas Markets​

KVR Murty, Whole Time Member (WTM) of SEBI, delivered a keynote address at the MCX Global Commodity Conclave 2026, emphasizing that India's energy security requires moving beyond physical supply into deep financial risk mitigation. Addressing the complexities of the oil and gas markets, Mr. Murty stressed that managing financial risks associated with commodity fluctuations is as crucial as securing the physical barrels or cubic meters themselves.

The address highlighted the increasing volatility within global commodity landscapes. Due to geopolitical events and shifting supply chains, price instability has become a permanent feature of the energy sector, impacting industrial margins and corporate balance sheets across India. This necessity for risk mitigation is evident on trading floors, where oil and gas derivatives volumes stood at approximately Rs. 33 lakh crores from April to July this year.

The Imperative of Native Risk Management​

Mr. Murty explained that while global pricing references are vital, India requires robust native risk management frameworks. He stated that domestic demand patterns and regional constraints necessitate specialized domestic benchmarks that the industry can implicitly trust. A liquid derivatives market does not eliminate volatility but acts as a critical shock absorber, transferring risks efficiently from those who cannot afford exposure to those who can.

The necessity of quality benchmarks extends beyond trading volumes. Strong commodity indices build long-term market confidence. When stakeholders trust the benchmark reflects underlying fundamentals, capital allocation becomes highly efficient, enabling corporate treasuries to commit confidently to long-term infrastructure projects.

SEBI's Strategy: Empowering Hedging Across the Value Chain​

SEBI views its role not merely as a regulator but as an enabler of financial resilience for all participants. The agency aims to move commodity markets beyond speculative trading and establish them as essential prudential tools for businesses, especially Small and Medium Enterprises (SMEs).

To support this mandate, SEBI has undertaken two strategic product approvals. Firstly, the approval of Indian Natural Gas Futures, pegged to the Indian Gas Exchange (IGX), introduces an authentic price signal capturing local gas dynamics on Indian soil. Secondly, the approval of Brent Crude Oil based Futures is a vital step for domestic oil refiners and marketing companies.

This dual approach addresses structural risks. By supporting a domestic natural gas price signal while simultaneously bridging access to international physical oil baselines via Brent-linked futures, SEBI empowers corporate treasuries to hedge localized and global energy risks on a single platform. This removes the "basis risk" that previously affected domestic treasuries.

Building Trust: A Regulatory Focus on Responsible Scaling​

Mr. Murty underscored that the success of commodity exchanges will be judged by commercial outcomes, specifically how effectively real physical hedgers are protected from financial distress. SEBI is committed to developing the oil and gas derivatives market into a protective shield for national energy security through institutionalized hedging.

The regulatory philosophy centers on responsible scaling rather than merely expanding trading size. SEBI focuses on strengthening trust within the complex digital environment, ensuring sustainable growth for both physical businesses and financial participants. Effective hedging converts volatile energy costs into manageable business variables, preventing sudden international price spikes from crippling domestic industries.

SEBI continually emphasizes investor education, collaborating with exchanges to demystify commodity derivatives. This initiative aims to shift the perception of these instruments in the eyes of enterprise owners and hedgers—from complex trading avenues to essential tools for financial survival. Stakeholders are urged to engage actively with exchange-traded derivatives and participate with a view towards long-term resilience.
