The Indian government has significantly bolstered its push for self-reliance in electronics by approving two crucial Electronics Manufacturing Clusters (EMCs) in Tamil Nadu. These clusters, spanning 474.3 acres at Manallur and 379.3 acres at Pillapaikkam, represent a project investment valued at ₹1,012 crore. This move underscores the nation's aggressive commitment to strengthening its electronics ecosystem across key states.

This initiative comes as India cements its status as a global manufacturing power. The comprehensive support for domestic production is evidenced by the fact that nearly 99.2% of mobile phones sold in the country are now manufactured domestically, solidifying a massive industry shift. Industry estimates further place the employment generated by electronics manufacturing at approximately 25 lakh people.

Boosting Tamil Nadu's Electronics Manufacturing Ecosystem​

The state of Tamil Nadu has been identified as a crucial hub for government-backed electronic manufacturing initiatives. The state's industrial strength is evident across multiple districts, with specific support structures in place to facilitate industry growth.

Government support includes the establishment of numerous electronics manufacturing plants spanning Chengalpattu (4 plants), Chennai (6 plants), and Kancheepuram (38 plants). Other supportive activities include projects in Coimbatore, Krishnagiri, Thoothukudi, Tirunelveli, and other districts. These localized efforts demonstrate a structured approach to decentralizing industrial growth across the state.

Semiconductor India Programme Accelerates High-Tech Growth​

Recognizing semiconductors as a foundational industry for economic stability and technological innovation, the government proactively launched the Semicon India Programme in January 2022. This strategic program is designed to drive self-reliance and support all sectors, from consumer goods to defence technology.

Under this national initiative, there are 12 approved manufacturing projects across six states—Andhra Pradesh, Assam, Gujarat, Punjab, Odisha, and Uttar Pradesh. These projects collectively boast an investment commitment of approximately ₹1.64 lakh crore, three of which have already commenced commercial production.

Fostering Design Talent and Innovation in Chips​

Beyond fabrication plants, the government is intensely focused on building a robust semiconductor design talent pool. The Design Linked Incentive (DLI) Scheme within the Semicon India Programme offers financial and infrastructural backing to startups and MSMEs engaged in chip design.

Twenty-four semiconductor design projects have received financial support under this scheme. Additionally, 105 startups and MSMEs are being provided necessary assistance for Electronic Design Automation (EDA) tools. In Tamil Nadu, companies like Aheesa Digital Innovations Pvt. Ltd., Mindgrove Technologies Pvt. Ltd., and InCore Semiconductors Pvt. Ltd. are receiving grants and EDA tool support in Chennai.

Scaling Up Semiconductor Talent Development Nationwide​

The government is undertaking a concerted effort to cultivate the skilled workforce needed for this deep-tech sector. To achieve this, the Government of India is supporting talent development across 315 institutes nationwide.

Tamil Nadu features prominently in this infrastructure buildout. The state has actively supported talent development in major institutions, including National Institute of Technology Tiruchirappalli and Indian Institute of Technology Madras. Other key educational bodies receiving support include PSG College of Technology, Coimbatore, and Vellore Institute of Technology (VIT), Vellore.

Progress in IndiaAI Mission and US Collaboration​

The nation's AI strategy is anchored on the democratizing power of technology, supporting a vast IT sector with annual revenue estimated at $300 billion and a workforce numbering 60 lakh strong. The IndiaAI Mission aims to create opportunities by focusing on model development, datasets, talent creation, and affordable compute.

The government is aiding indigenous AI development through 20 sovereign model proposals, including 12 LLMs and 8 SLMs. Notable successful models include Sarvam AI's 30 billion parameter model and Gnani.AI's speech-to-speech model. Furthermore, two Artificial Intelligence Centres of Excellence (AI-CoEs) have been approved for establishment in Tamil Nadu.

Expanding Digital Reach through CSC e-Governance Services​

The commitment to technology accessibility extends into rural communities through the Common Services Centers (CSCs). The PAN India Project aims to deliver over 800 citizen centric services via a self-sustainable model, reaching citizens down to the Gram Panchayat level.

As of May 31, 2026, the national network stands at 5,01,731 functional CSCs, with 3,91,160 serving rural areas. In Tamil Nadu alone, there are 18,632 functional CSCs, out of which 12,379 operate in rural regions, highlighting the state's active participation in digital inclusion.
