India's ascent in electronics manufacturing is anchored by successive policy reforms. Initiatives like the National Policy on Electronics, PLI Schemes, and ECMS have collectively transformed the ESDM ecosystem.The impact has been transformative: over eleven years, electronics production has increased seven-fold. Mobile phone manufacturing saw a remarkable thirty-two-fold increase, while mobile exports surged 165-fold. This rapid growth solidifies India's position as the world's second-largest mobile phone manufacturer, providing critical scale for its pivot into advanced chip manufacturing.
Progressive States Accelerate Semiconductor Milestones
The momentum of India's semiconductor mission is being driven by progressive state governments. A significant milestone has been achieved with 12 semiconductor projects approved across six states in various segments of the value chain.Crucially, commercial production has already commenced at three facilities—Micron ATMP, Kaynes Semicon, and CG Power OSAT. Two more facilities are set to begin operations by year-end. The Semicon India Programme was formally launched in December 2021 with a dedicated outlay of ₹76,000 crore. Alongside manufacturing expansion, India continues to cement its leadership in semiconductor design. Nearly 20 per cent of the world's semiconductor design talent resides here. The Design Linked Incentive (DLI) Scheme has actively supported this area.In support of innovation, 103 applications for Electronic Design Automation (EDA) tools and 24 chip design projects have been approved, with 15 companies receiving venture capital assistance. Furthermore, students have successfully designed and fabricated 175 semiconductor chips, targeting critical sectors like healthcare, AI, and telecommunications.

Building upon the achievements of Programme 1.0, Semicon India Programme 2.0 is focused on developing a holistic and globally competitive ecosystem. The programme’s strategic focus encompasses six pillars: chip design, fabrication facilities, advanced packaging, research and development, equipment, and talent development.This expansion acknowledges that industry resilience hinges equally upon specialized materials and equipment as it does on physical manufacturing plants. As projects move forward, the domestic demand for high-quality semiconductor-grade materials is expected to accelerate localization opportunities for Micro, Small and Medium Enterprises (MSMEs).
Collaborative Partnerships Powering Global Readiness
The push towards global competitiveness is being fortified through deep collaborations. States are offering dedicated incentive packages to attract investment. Significant partnerships span several international partners including the United States, Japan, Singapore, Germany, the Netherlands, and the European Union.Major multinational corporations such as Applied Materials, AMD, Lam Research, KLA, and Microchip Technology have announced investments in India. These foreign collaborations signal strong global confidence in India's emerging capabilities within the high-stakes semiconductor domain.
