Delhi Budget FY27: ₹1.03 Trillion Outlay Focuses on Welfare, Green Initiatives, and Infrastructure​

New Delhi, March 24: Delhi Chief Minister Rekha Gupta on Tuesday presented a ₹1.03 trillion budget for FY27, unveiling a wide range of welfare measures, infrastructure investments, and environmental initiatives. The budget introduces schemes such as free diagnostic tests for newborns, bicycles for girl students, laptops for meritorious students, and a new semiconductor policy, along with plans to establish an emergency operation center for disaster management.

“Green Budget” with 21% Allocation for Environment​

Presenting her second budget in the Delhi Assembly, Gupta described it as a “Green Budget,” stating that 21% of the total allocation is dedicated to environmental protection initiatives.

She highlighted that Delhi is progressing rapidly under a triple-engine government and noted that the city has the third-highest per capita income in the country.

Sector-Wise Allocation Highlights​

The budget outlines significant allocations across key sectors:

  • Education: ₹19,326 crore
  • Health: ₹13,034 crore
  • Transport: ₹12,613 crore
  • Urban Development: ₹11,572 crore
  • Social Welfare: ₹10,537 crore
  • Water Supply: ₹9,000 crore
Additionally, ₹11,666 crore has been allocated to the Municipal Corporation of Delhi, while tax revenue is estimated at ₹74,000 crore.

Welfare Schemes for Women and Students​

A major highlight of the budget is the proposed rollout of the Mahila Samriddhi Yojna, with an outlay of ₹5,110 crore. Under the scheme, eligible women will receive ₹2,500 per month. A registration portal is expected to be launched soon.

To support education and mobility, the government has allocated ₹90 crore to provide free bicycles to 1.30 lakh Class IX girl students in Delhi government schools.

The budget also includes provisions for distributing laptops to meritorious students.

Healthcare Expansion and Newborn Care Initiative​

In the healthcare sector, the government announced the ANMOL (Advanced Newborn Monitoring and Optimal Lifecare) scheme, which will provide 56 free diagnostic tests for newborn babies.

Ayushman Bharat coverage will be expanded to include transgenders, with ₹202 crore allocated for the scheme.

The government plans to open 750 new Ayushman Arogya Mandirs, supported by an allocation of ₹1,500 crore. Overall, ₹12,645 crore has been earmarked for healthcare-related projects and initiatives.

Infrastructure Push: Roads, Transport, and Urban Development​

To improve road infrastructure, ₹1,352 crore has been allocated for developing dust-free roads, including the resurfacing of 750 km of roads across the city.

In transport, the government aims to convert the entire public bus fleet to electric by 2029, with ₹8,374 crore allocated for the sector.

Urban infrastructure will also see major investments, with ₹5,921 crore earmarked for the Public Works Department and ₹7,887 crore for urban development and shelter projects.

Focus on Power, Water, and Fire Safety​

The power sector has been allocated ₹3,942 crore, including ₹200 crore for shifting overhead electricity wires underground.

To address water and sewage challenges, ₹9,000 crore has been allocated to the Delhi Jal Board for pipeline projects and system upgrades.

Fire safety infrastructure will be strengthened with ₹674 crore, particularly in congested and unauthorized colonies where access remains a challenge.

Technology Push and Industrial Development​

The government announced plans to introduce a semiconductor policy aimed at building infrastructure and promoting growth in the sector.

Additionally, an integrated secretariat and residential complex for government employees will be developed.

Regional Development and Rural Support​

The budget includes ₹300 crore for the development of the trans-Yamuna region and ₹787 crore for the Delhi Gram Vikas Board.

Political Developments During Budget Presentation​

The budget session witnessed a boycott by AAP MLAs following the suspension of four party legislators. Speaker Vijender Gupta criticized the opposition’s decision to abstain from the proceedings.

Disaster Preparedness and Governance​

The chief minister announced the establishment of an Emergency Operation Center to strengthen disaster response capabilities in the national capital.

“Our aim is safe roads, climate corridors, and flawless connectivity,” Gupta said during her address.
