Regulator Greenlights Paytm Europe: Licensuree to Offer Broader Payment Services in EU Market

Licensing Milestone Achieved for Paytm Europe

Paytm's European arm, Paytm Europe Payments SA (Paytm Europe), has secured a significant operational boost with the granting of a payment institution license by Luxembourg's Commission de Surveillance du Secteur Financier (CSSF). This development marks a crucial regulatory approval for One 97 Communications, which is the parent company of Paytm.

The stock exchange filing confirmed that Paytm Europe was informed by the CSSF on Tuesday regarding this authorization. The company has been officially registered as a payment institution on the regulator's list, effective from July 2, 2026.

Scope and Capabilities of the New License

This licence broadens the operational scope for Paytm Europe considerably. It specifically authorizes the entity to provide various complex payment services within the European market. These services include the execution of payment transactions, encompassing fund transfers between users or between a user and another service provider.

Furthermore, the license covers credit transfers, such as standing orders. It also permits the execution of payment transactions where funds are secured by a credit line for the paying user. The authorization explicitly includes the acquiring of payment transactions, adding depth to their service offerings.

Regulatory Status and Financial Implications

One 97 Communications confirmed that there are no expected financial implications arising directly from this licensing milestone. The company stated that the notification from the CSSF does not involve any penalties, restrictions, sanctions, or non-compliances.

The authorisation licence is valid starting July 2, 2026. Crucially, the filing noted that the license itself "does not have any specified validity period," suggesting long-term commitment and stability from a regulatory perspective.

Company Structure and Regulatory Context

Paytm Europe operates as a wholly owned subsidiary of Paytm Cloud Technologies Limited. This limited company is, in turn, a wholly owned Indian subsidiary of One 97 Communications.

The licensing achievement follows the incorporation of Paytm Europe into Luxembourg, a fact which the company had previously disclosed on January 13, 2026. The regulatory approval solidifies the strategic expansion plan of the parent group into the European payment services sector.
