The Ministry of Culture has significantly expanded its commitment to preserving and promoting India's diverse cultural tapestry through the Kala Sanskriti Vikas Yojana (KSVY). This Central Sector Scheme provides vital financial support to artists and cultural organizations across the nation. The initiative encompasses a broad range of activities, from supporting Guru-Shishya Parampara to funding advanced cultural infrastructure projects.

The Government is dedicated to promoting tribal art, folk traditions, music, dance, and various cultural festivals. To boost the coverage and visibility of KSVY components, the Ministry actively disseminates information through media outlets and its Zonal Cultural Centres (ZCCs) and Akademies nationwide. These efforts aim to ensure that emerging artists and traditional performing groups have avenues for exposure and sustainable income.

Scaling Up Artist Support under Guru-Shishya Parampara Grant​

One of the primary components of KSVY is the Financial Assistance for Promotion of Guru-Shishya Parampara (Repertory Grant). This scheme supports training in dramatic, musical, and dance arts by providing assistance to Gurus and their Shishyas. The totals provided under this component highlight the immense scale of support being delivered across states.

Over five years, the total number of organizations granted funds has increased substantially. In the financial year 2025-26 alone, the Scheme saw a surge in beneficiaries nationwide. Across all participating states and UTs, there were a total of 2517 organizations sanctioned for this specific grant component.

Investments in Cultural Infrastructure and Complex Construction​

The Ministry is actively fostering sustainable growth in the creative economy by supporting cultural infrastructure development through schemes like Tagore Cultural Complexes (TCC) and Building Grants. These grants are crucial for establishing physical spaces, such as auditoriums, studio theatres, and rehearsal halls, across various locations.

Under the TCC component, which aims to provide support for creating large cultural spaces, the total funding allocated has seen steady growth over several years, demonstrating focused national investment in infrastructure. Notably, states like Maharashtra have received substantial support for TCCs, while Madhya Pradesh saw a significant grant of ₹1131.52 lakhs in 2023-24.

Targeted Financial Assistance for Cultural Preservation​

Specialized grants are being deployed to protect and preserve specific cultural traditions across the country. The Financial Assistance for the Preservation & Development of Cultural Heritage of the Himalayas focuses on states within this region, including Himachal Pradesh, Uttarakhand, Sikkim, Jammu & Kashmir, and Arunachal Pradesh.

The scheme has successfully supported a significant number of cases over the years, reinforcing its commitment to regional heritage preservation. For instance, in 2023-24 alone, 126.28 organizations were sanctioned for this specialized grant in Himachal Pradesh.

Financial Backing for Buddhist and Tribal Art Protection​

Protecting and advancing religious and tribal arts is also a key focus of the Ministry's efforts. The financial assistance provided to the Preservation & Development of Buddhist/Tibetan Organizations provides dedicated funding to monasteries and voluntary organizations engaged in scientific development and research related to these traditions.

In 2024-25, there were 16 organization applications reviewed under this component, with a total quantum of funds allocated for the year being ₹392.31 lakhs. This specialized support ensures that vulnerable cultural groups receive necessary institutional backing.

Nurturing Emerging Talent and Veteran Artists​

The scheme places significant emphasis on fostering emerging talent through Scholarships and Fellowships. The Scheme for Scholarships to Young Artistes in Different Cultural Fields provides continuous support, awarding a total of 400 scholarships annually across the country.

In financial year 2025-26, there were 318 organizations sanctioned under this component. Furthermore, the support for Veteran Artists aims to provide financial relief to older artists and scholars (aged 60 or above) who have made significant contributions to their respective fields. The total number of veteran artist organizations supported in 2025-26 was projected at 194 across various states.

Operational Efficiency Highlights in Application Processing​

The Ministry's operational structure details the application flow for different schemes. For example, under the Scheme for Scholarships to Young Artistes (FY 2025-26), out of a total number of applications received, the data shows significant sanctioning and rejection rates across states, providing clear metrics on the demand and selection process for these crucial grants.
