Massive Job Creation Push: PM Modi Unleashes ₹2,400 Crore via PM-VBRY, Recognizing Workers as Nation Builders
Prime Minister Narendra Modi today disbursed incentives totaling approximately ₹2,400 crore under the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY). The special program, held at Vigyan Bhawan in New Delhi, underscores the government's commitment to formally empowering first-time employees and building a strong bridge between industry and the youth workforce. The initiative, which has been operational since August 1, 2025, is designed not merely as an employment scheme but as a robust framework strengthening the professional aspirations of young Indians. The Prime Minister emphasized that PM-VBRY simultaneously supports both the entering employees and the encouraging institutions that generate new opportunities.
Driving Economic Transformation Through Labor Reform
Dr. Mansukh Mandaviya, Union Minister for Labour & Employment, highlighted how workers and employers are now viewed as equal nation builders under the current administration. He stated that this recognition marks a historic shift from previous perceptions where pro-worker reforms were deemed "anti-industry" and vice versa.Dr. Mandaviya cited significant data demonstrating India's labor ecosystem transformation. Social security coverage has expanded dramatically, increasing from 19 per cent to 64.3 per cent over the last decade, which he noted is among the highest global increases. Furthermore, nearly 17 crore jobs were generated between 2014 and 2024, compared to 2.9 crore created in the prior ten years.
PM-VBRY Implementation Accelerates Formal Employment
The scheme operates through two parts. Part A provides financial incentives—up to ₹15,000 in two installments—to first-time employees registered with EPFO who earn up to ₹1 lakh per month. Part B rewards employers, offering incentives of up to ₹3,000 per month for every additional employee generated over a two-year period.Since August 2025, the program has witnessed tremendous early success. More than 70 lakh first-time employees have been integrated into the formal workforce under PM-VBRY. Furthermore, close to 20 lakh young people have completed six months in their initial jobs, with around 10 lakh beneficiaries already receiving incentives upon completing this milestone.
Scheme Performance and National Outreach
The success of PM-VBRY is reflected in its recent disbursements and nationwide reach. In March 2026 alone, benefits totaling ₹461 crore were released across the scheme’s components. Of this amount, Rs 247 Crore was provided to 4.41 lakh first-time employees under Part A of the Scheme. In addition, incentives worth ₹214 crore were allocated under Part B to 17,551 establishments that generated additional employment for approximately 6.46 lakh workers. Beyond the central program, PM-VBRY events were held simultaneously in about 200 locations across the country, engaging nearly 2 lakh participants, including employers and employees.
The Prime Minister affirmed that employment generation accelerates when the government, industry, and youth collaborate. This initiative embodies a "new India" where professional opportunities are provided to the youth while industries receive necessary encouragement, transforming employment creation into a national mission.
