New Delhi, April 20. The Indian government has reported significant strides in its social welfare mission, detailing the rehabilitation efforts under the SMILE (Support for Marginalized Individuals for Livelihood and Enterprise) program. Authorities revealed that as many as 31,055 individuals have been identified, with 9,935 of them successfully rehabilitated through the beggary sub-scheme.

The initiative represents a comprehensive push toward achieving the objective of a Bhiksha Vritti Mukt Bharat, or Begging-Free India. The sub-scheme focuses on systematic rehabilitation measures, moving beyond temporary relief to ensure long-term economic independence for marginalized citizens.

Expanding Infrastructure: Garima Grehs Boost Shelter Capacity​

A critical component of this support system is the Garima Greh, a shelter home providing dignified accommodation. Currently, 21 such centers are operational across 17 states. Furthermore, the government has sanctioned three additional Garima Grehs, set to be operational by August 2025.

These specialized homes offer comprehensive support services to transgender persons facing homelessness due to social stigma or family rejection. Each facility provides not only food and medical care but also recreational facilities and essential on-site skill-building support. The management of these centers is entrusted to Community Based Organisations (CBOs), receiving financial support from the Department of Social Justice and Empowerment (DoSJE).

The SMILE Framework: A Holistic Approach to Livelihoods​

Launched in 2022, SMILE is heralded as India’s first unified national framework for marginalized communities. The program’s goal is to identify, rescue, and rehabilitate individuals by addressing various life facets simultaneously.

The scheme provides holistic support spanning healthcare, education, counseling, skill development, and long-term economic empowerment. The government stated that SMILE is a decisive shift, operating through a converged architecture that addresses identity, health, education, livelihood, and shelter in one coherent framework.

Financial and Health Security Measures​

To ensure robust care, the government has implemented significant health provisions. Every transgender person under the Ayushman Bharat TG Plus scheme is provided with health coverage worth ₹ 5 lakh per year. This coverage is crucial as it encompasses gender-affirming care, hormone therapy, and sex reassignment surgery at designated empanelled hospitals.

Education is also a key pillar, with the SMILE scheme offering scholarships for transgender students ranging from Class IX through post-graduation.

Developing Entrepreneurship and Sustainable Income​

Recognizing the need for self-reliance, the government has focused on practical economic training. On a pilot basis, 18 Entrepreneurship Development Programmes have been launched nationwide. These programs aim to train 1,800 transgender persons in vital areas including business planning, market assessment, regulatory compliance, and financial access.

The financial commitment to these efforts is substantial; the government allotted ₹ 390 crore for the SMILE scheme for the period 2021-2026. These linkages facilitate connections to incubation centers and banking services, solidifying the path to financial independence for the beneficiaries.
