High-Level Talks Cement India-Bhutan Energy Partnership for Sustainable Growth​

The deepening ties between India and Bhutan were underscored today as the Union Minister of Power and Housing & Urban Affairs, Shri Manohar Lal, visited the Kingdom. His four-day visit signifies another crucial milestone in the bilateral relationship.

The engagements highlight a shared national ambition: substantially strengthening collaboration in energy security and sustainable development.

Shri Manohar Lal held a high-level meeting with the Prime Minister of Bhutan, Shri Tshering Tobgay. During this meeting, the two leaders reaffirmed their mutual commitment to advancing cooperation within the clean energy sector.

Expanding Power Cooperation Through Institutional Frameworks​

Minister Lal also engaged with Lyonpo Gem Tshering, the Minister for Energy & Natural Resources of the Royal Government of Bhutan. Discussions focused intensely on bolstering the existing cooperation in the hydropower sector.

Furthermore, the talks explored promising future avenues in regional power trade and the broader scope of renewable energy implementation.

To formalize enhanced cooperation in the power sector, India and Bhutan have established a specialized bilateral institutional framework mechanism. This mechanism ensures regular coordination and review of both ongoing and prospective initiatives.

Key areas slated for deeper partnership include non-hydro energy sources, cross-border transmission development, project financing, capacity building efforts, and robust institutional partnerships.

Landmark Agreements Solidify Hydroelectric and Grid Stability Benchmarks​

The visit yielded significant tangible outcomes, marked by the signing of two critical protocols.

Firstly, the sides signed the Tariff Protocol for the Punatsangchhu-II Hydroelectric Project. This formalizes another mutually beneficial stride in hydropower cooperation.

The 1020 MW Punatsangchhu-II Hydroelectric Project was previously inaugurated by Shri Narendra Modi, Prime Minister of India, and Shri Jigme Khesar Namgyel Wangchuck, The King of Bhutan, on 11 November 2025. It commenced exporting surplus power to India starting from 19 September 2025 at an agreed tariff.

Secondly, a technical framework titled The Methodology for Reactive Energy Accounting of the reactive power exchange was signed. This aims to boost grid stability and improve the efficiency of cross-border electricity exchange.

Future Outlook for Bilateral Energy Trade​

Experts suggest these developments are poised to unlock fresh dimensions of collaboration. These advancements are expected to contribute significantly to the continuous prosperity and well-being of both nations in the coming years.
