Expert Committee Recommends Environmental Clearance for OMDC's Belkundi Iron & Manganese Ore Mine​

The Orissa Minerals Development Company Limited (OMDC), a Government of India Enterprise, has received a recommendation from the Expert Appraisal Committee (EAC) regarding its Belkundi Iron and Manganese Ore Mine project. The approval pertains to the fresh Environmental Clearance (EC) proposal for the site in Kendujhar, Odisha.

The EAC, during its 9th meeting held on July 17, 2026, reviewed the proposal under the provisions of the EIA Notification, 2006. The committee recommended granting EC to the mine, specifying key parameters related to area and production capacity.

The Belkundi Iron and Manganese Ore Mine is situated in Kendujhar, Odisha. The project encompasses a total area of 1276.79 Hectares (as per RoR) or 1276.949 Hectares (as per DGPS).

The clearance includes the installation of various processing facilities at the site, including a crusher with 100 TPH capacity, a screening plant with 400 TPH and 200 TPH capacity.

The EAC's recommendation is subject to several conditions, among which are:

  • Area Restriction: The Environmental Clearance applies only to the restricted mining area of 965.423 hectares. For the remaining 311.367 hectares of forest land awaiting Forest Clearance (FC), a physical demarcation must be completed on the ground prior to commencing any mining operations.
  • Lease Status: The proponent must ensure the lease status has validity beyond August 15, 2026.
  • Financial Assurance: Confirmation from the Odisha Pollution Control Board is required regarding the execution of a bank guarantee amounting to Rs. 4.81 Crores for the implementation of the Remediation and Natural Resource Augmentation Plan (RP&NCRAP).

The committee also deliberated on the Damage Remediation Plan, Natural Resource Augmentation Plan, and Community Resource Augmentation Plan, stipulating that these measures must be implemented within three years from the date of EC grant.
