
The Department of Telecommunications (DoT) has revised the timeline for the Adjusted Gross Revenue (AGR) reassessment of Vodafone Idea. Sources report that the completion of this crucial review is now anticipated by June. This extension comes after the telco received government relief regarding its existing dues and liabilities.
The reassessment, which was initially targeted for completion by March 31, has been extended due to ongoing reviews. Specifically, the department is continuing its review of the Spectrum Usage Charge (SUC). This revised timeline follows an internal reassessment of the licence fees conducted by the Controller of Communication Accounts.
Impact of Supreme Court Verdict on Vodafone Idea’s Dues
The government recently provided substantial relief to Vodafone Idea Limited (VIL). This action followed a directive from the Supreme Court. The Union Cabinet effectively 'froze' the recovery action concerning an amount of ₹ 87,695 crore. This freeze covered a period spanning from FY 2006-07 to FY 2018-19.The core issue now under review involves these 'frozen' dues. The amount excluded from this reassessment covers AGR dues for FY 2017-18 and FY 2018-19, which are set to be finalized according to the apex court’s 2020 order.
Committee Review Directs DoT's Reassessment Process
Minister of State for Communications Pemmasani Chandra Sekhar previously stated that VIL's AGR dues, as on December 31, 2025, would undergo reassessment by the DoT. This reassessment is conducted in line with the deduction verification guidelines.A committee, constituted by the DoT on January 30, 2026, is tasked with determining the outcome of this reassessment. Initially, the committee was expected to finalize its outcome within two months, unless an extension was granted.
The committee's structure includes a retired Secretary-level officer from the Government of India and a representative nominated by the Comptroller and Auditor General of India (CAG). The outcome delivered by this committee is stated to be final and binding on both the DoT and VIL.
Total AGR Liabilities Across Indian Telecom Sector
Official data shared with Parliament reveals the total AGR dues owed to the government by telecom operators up to FY24-25. This aggregate liability stands at over ₹ 1.77 lakh crore.Drilling down into the major players, the data shows significant liabilities for several entities. Vodafone Idea has a total liability amounting to ₹ 89,952 crore. Bharti Group is listed with ₹ 51,091 crore in dues. Tata Group carries a liability of ₹ 20,426 crore.
Other key figures detailed include MTNL with ₹ 14,462 crore, and Reliance Jio Infocomm owes ₹ 1,984 crore.
