Blue Cloud Softech Solutions Limited (BCSSL) has signed a Memorandum of Understanding (MoU) with the Government of the Republic of Liberia and the Global Council for Investment and Business for Africa (GCIB Africa). The agreement focuses on the planning, development, financing, and implementation of the Liberia National Digital Infrastructure Project (NDIP), operating through a Public-Private Partnership (PPP) model.

The MoU was executed on July 31, 2026, involving Hon. Sekou M. Kromah, Minister of Posts and Telecommunications and Postmaster General from the Government of Liberia; Dr. Idrissa Doucouré, President of GCIB Africa; and Mudraganam Chandrashekar, Chief Executive Officer of BCSSL.

Scope of the National Digital Infrastructure Project​

NDIP is designed as a national flagship program to bolster Liberia's digital public infrastructure. The collaboration under the MoU spans several critical areas:

  • A National Data Centre and sovereign cloud infrastructure
  • Cybersecurity and digital resilience capabilities, including a national Cybersecurity Operations Centre and CERT/CSIRT
  • A Digital Identity programme and unified digital payments infrastructure
  • Government enterprise network and e-government/digital services
  • 5G telecommunications infrastructure
  • Artificial intelligence and smart government initiatives
  • Capacity building, technical training, and local workforce development

The parties intend to jointly establish a Special Purpose Vehicle (SPV) under Liberian law as the dedicated project company for the development, financing, implementation, ownership, operation, and management of NDIP. The MoU has an initial term of 24 months. Under the current agreement, no consideration is payable or receivable by any party.
