Big Tech Giants TCS and Infosys Shortlisted to Modernize India's Customs with Integrated Digital Platform​

L&T Technology Services (LTTS), Wipro, IBM India, Tata Consultancy Services (TCS), and Infosys have been selected among five major firms vying for a critical contract: the development of India’s proposed Customs Integrated System (CIS). This unified digital platform is set to revolutionize cross-border trade management across the country.

The selection follows an expression of interest (EoI) stage, indicating the immense scope and strategic importance of this government initiative. The Centre is expected to issue a Request for Proposal (RFP) to these five shortlisted companies within the next 15 days. The entire selection process is projected to take three to four months.

Streamlining Cross-Border Trade with CIS​

The Customs Integrated System project was unveiled by Finance Minister Nirmala Sitharaman during the Union Budget 2026-27. Its primary goal is to consolidate multiple existing customs technology platforms into a single, cohesive interface. This initiative aims directly at speeding up export-import clearances and substantially improving trade efficiency while reducing associated costs.

Currently, Customs operations rely on various disparate systems. As noted by an official familiar with the matter, these platforms operate independently and do not seamlessly communicate with one another. This siloed operation often leads to duplication of processes, manual interventions, and critical delays in cargo clearance.

Scope and Integration Mandates of the Platform​

The CIS is designed to be a comprehensive platform integrating several key systems. These include the Indian Customs Electronic Gateway (ICEGATE), the Risk Management System (RMS), and the Indian Customs Electronic Data Interchange System (ICES).

Former Central Board of Indirect Taxes and Customs (CBIC) Chairman Vivek Johri emphasized that the project will grant users "a single interface with Customs." This unified access will cover a wide range of transactions, including imports, exports, transhipments, cargo, courier, and postal services.

Harnessing AI and Risk for Modernization​

The scope extends beyond simple consolidation; it involves high-level technological integration. Johri confirmed that integrating artificial intelligence (AI) and machine learning (ML) into the system will be a core function. This capability is designed to auto-populate necessary documents, significantly enhance data accuracy, and enable real-time information exchange with various regulatory agencies.

Rajat Mohan, Partner at AMRG Global, highlighted the transformative potential of CIS for India's customs ecosystem. By leveraging advanced AI capabilities, analytics, and risk-based assessments, the platform can reduce transaction costs, strengthen transparency, and elevate ease of doing business significantly.

Implementation Challenges Highlighted by Experts​

Despite the immense modernization opportunity, experts caution that successful implementation presents significant hurdles. Johri noted that ensuring a seamless migration of users and data to the new system while adhering to critical time constraints will be a major challenge.

Mohan echoed this concern, stating that achieving success hinges upon the flawless integration of legacy systems. Furthermore, accurate data migration and minimizing any disruption to ongoing trade operations during the transition phase remain crucial dependencies for the project's ultimate success.
