
2% Dearness Allowance Hike Approved: Central Government Employees' Take-Home Pay Gets Boost
The Union Cabinet has approved a significant increase in Dearness Allowance (DA) for central government employees. This decision, announced on Saturday by the cabinet chaired by Prime Minister Narendra Modi, grants a 2 per cent hike in DA for central government employees. The increased compensation will be effective starting January 1, 2026, thereby boosting the take-home pay of government staff.The Cabinet also okayed the release of an additional installment of DA to central government employees. Furthermore, Dearness Relief (DR) will be increased for pensioners, marking a 2 per cent hike over the existing rate of 58 per cent of the basic pay/pension.
Dearness Allowance Increase Details and Financial Scope
An official statement detailed the combined financial impact of the increase. The overall boost to both Dearness Allowance and Dearness Relief is estimated to cost the exchequer Rs 6,791.24 crore per annum. This positive fiscal adjustment is set to benefit approximately 50.46 lakh central government employees and 68.27 lakh pensioners.This approved increase adheres to the established formula, which is based on recommendations made by the 7th Central Pay Commission. The decision provides a considerable boost to salaries, particularly as discussions surrounding pay restructuring gather momentum for the proposed 8th Pay Commission.
Future Pay Restructuring: NC-JCM Pitches High Fitment Factor
Beyond the DA hike, the focus remains on long-term pay structure revisions. In a memorandum submitted to the government, the National Council–Joint Consultative Machinery (NC-JCM) has put forward proposals for the 8th Pay Commission.The NC-JCM is pitching for a substantially higher fitment factor of 3.83. If this proposal is accepted, it could lead to a sharp revision in the minimum basic pay. The current minimum basic pay of Rs 18,000 could potentially rise to around Rs 69,000.
The memorandum outlines a steep uplift for minimum pay, alongside other benefits. Key proposals include a 6 per cent annual increment, two increments on promotion, and a minimum benefit of Rs 10,000.
The proposed changes would significantly impact the vast cadre of central employees and pensioners. They would affect over 50 lakh central employees and nearly 65 lakh pensioners in total.
The fitment factor itself serves as a multiplier used to revise salaries. It is calculated based on factors like inflation and the cost of living, and is then applied to the existing basic pay to determine the new salary structure.
