TRAI Consults Stakeholders on Satellite Communication Network Authorisation Framework​

The Telecom Regulatory Authority of India (TRAI) has released a major consultation paper detailing the framework for Satellite Communication Network (SCN) Authorisation. This development signals a structured approach to integrating satellite services into the Indian telecom ecosystem. The paper specifically addresses the assignment of spectrum to various satellite communication network providers.

This initiative follows a directive from the Department of Telecommunications (DoT). The DoT had previously informed TRAI that the Government intends to introduce SCN Authorisation. This mechanism would operate under Section 3(1)(b) of the Telecommunications Act, 2023.

Key Requirements for Satellite Network Providers​

The DoT requested TRAI to formulate comprehensive terms and conditions. These terms must cover the SCN authorisation process in detail. Furthermore, the guidelines must provide for the assignment of spectrum. This spectrum allocation is crucial for both feeder links and user links within the network.

Timeline and Stakeholder Participation Window​

TRAI has issued the consultation paper to solicit detailed feedback from industry stakeholders. Interested parties are invited to submit written comments regarding the issues raised in the paper.

The deadline for submitting written comments is set for 06.05.2026. Subsequently, counter-comments must be received by 20.05.2026.
