Reserve Bank Imposes ₹1 Lakh Penalty on Baria Nagarik Sahakari Bank for Critical Internal Audit Failures

The Reserve Bank of India (RBI) has imposed a monetary penalty on Shri Baria Nagarik Sahakari Bank Ltd. The decision was formalized by an order dated July 17, 2026, addressing significant compliance lapses within the Gujarat-based cooperative institution.

RBI levied a fine of ₹1 lakh (Rupees One Lakh only) against the bank. This penalty relates to non-compliance with specific directions issued by the RBI concerning 'Inspection & Audit Systems in Primary (Urban) Co-operative Banks'.

Regulatory Action and Basis for Penalty

The penalty imposition is conducted under the powers granted to the RBI by Section 47A(1)(c) read with Sections 46(4)(i) and 56 of the Banking Regulation Act, 1949. The action follows a statutory inspection conducted by the RBI regarding the bank’s financial standing as of March 31, 2025.

A notice was initially issued to the bank advising it to show cause regarding the penalty. After reviewing the bank's reply and oral submissions during a personal hearing, the RBI sustained certain charges against the institution.

The Core Charge: Failure in Internal Auditing

The primary charge that warranted the monetary fine was the bank’s failure to conduct an Internal Audit for the period spanning April 1, 2023, to March 31, 2025. This deficiency represents a serious breach of regulatory compliance standards directed by the central authority.

The RBI clarified that this penalty is strictly based on deficiencies in regulatory compliance and supervisory findings. The action taken does not serve to challenge or pronounce upon the validity of any transaction or agreement made by the bank with its customers.

Future Actions and Regulatory Stance

The imposition of the monetary penalty serves as a disciplinary measure under banking regulations. It is crucial to note that this fine is issued without prejudice to any other actions that the RBI may initiate against Shri Baria Nagarik Sahakari Bank Ltd. in the future.
